DDTC Seeking Comments on Information Collections Related to Use Certificates, Part 130
The State Department's Directorate of Defense Trade Controls is seeking public comments on one information collection related to nontransfer and use certificates and another involving Part 130 of the International Traffic in Arms Regulations.

In the first collection, the agency said companies must submit use certificates to DDTC with any manufacturing license agreement or technical assistance agreement that involves "significant military equipment or classified defense articles, including classified technical data." The foreign consignee or foreign end user and applicant, or foreign government official, must fill out this form to certify that the foreign end user won't reexport, resell or dispose of the defense articles "outside the foreign country named as the country of ultimate destination" or to "any other person."
The second collection deals with ITAR Part 130, which covers political contributions, fees and commissions relating to sales of defense articles and services. Under the ITAR, defense exporters shipping certain goods worth more than $500,000 to a foreign armed service, international organization or others must notify DDTC about certain political contributions or fees associated with the sale, the agency said.
Comments for both information collections are due Jan. 12. DDTC sought feedback on them earlier this year (see 2508220008 and 2508260003).
