Japan NOES: Final Results of AD Admin Review
The Commerce Department has published the final results of the antidumping duty administrative review on non-oriented electrical steel (NOES) from Japan (A-588-872). These final results will be used to set final assessments of AD on importers for subject merchandise entered Dec. 1, 2022, through Nov. 30, 2023.

Commerce said it made some changes to calculations used in the preliminary results for the one company under review, applying partial adverse facts available in the final results rather than total adverse facts available, and that resulted in lower rate for Nippon Steel and its affiliates (down from 204.79%).
For exporters of subject merchandise that were not under review (i.e., all except the company listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate of 135.59% applies.
New Cash Deposit Rates Take Effect Dec. 19
For entries on or after Dec. 19, Commerce is setting new AD cash deposit rates for subject merchandise produced or exported by one company that was a mandatory respondent, as follows:

Assessment Rates for Entries December 2022 - November 2023
Commerce is using the rates it calculated in these final results to calculate assessments of AD on importers of subject merchandise for entries Dec. 1, 2022, through Nov. 30, 2023. Commerce will calculate importer-specific assessment rates for entries from Nippon Steel Corporation during that period.
