Trailer wheels manufactured by Asia Wheel in Thailand using discs and rims produced in Thailand from steel plates from China or a third country are not subject to the antidumping and countervailing duty orders on certain steel wheels 12 to 16.5 inches in diameter from China, the Commerce Department said in a scope ruling issued in April.

The International Trade Commission recently released Revision 5 to the 2023 Harmonized Tariff Schedule, which extended four COVID-related product exclusions covered by secondary subheading 9903.88.66 until June 1, 2023 (see 2305120054). Those products are currently exempted from additional duties imposed by Section 301 tariffs of 25% under subheading 9903.88.01.

In the May 17 Customs Bulletin (Vol. 57, No. 19), CBP published proposals to revoke rulings on ethylene glycol bis M-toly and on an inflatable "Olaf" figure with holly berry motif.
The International Trade Commission began a formal Section 337 investigation on imported light detection and ranging (lidar) systems (ITC Inv. No. 337-TA-1363), it said in a Federal Register notice. The investigation follows an April 11 complaint by Ouster, a California-based producer of lidar hardware and software (see 2304140007), alleging that Chinese company Hesai Technology and its U.S.-based affiliate have taken its "revolutionary patented technologies" and incorporated them into competing products that infringe on five of its patents. Ouster seeks a permanent limited exclusion order barring the respondents’ infringing lidar systems from entry, as well as a cease and desist order.
