The International Trade Commission seeks comments on a new Section 337 complaint filed by LithiumHub and its owner, Martin Koebler, seeking a ban on imports of rechargeable batteries that allegedly infringe on their patents, the ITC said in a notice Sept. 18. LithiumHub and Koebler said in a complaint filed Sept. 12 that Bass Pro Outdoor World, Cabela’s, Navico Group Americas, Relion Battery (Shenzhen) Technology Co., Renogy New Energy Co., RNG International, Clean Republic SODO, Shenzhen Yichen S-Power Tech Co., Shenzhen FBtech Electronics, Shenzhen LiTime Technology Co., Dragonfly Energy Corp., Dragonfly Energy Holdings Corp. and MillerTech Energy Solutions LLC are manufacturing or importing infringing lithium-ion batteries with 6V or more electrical potential that incorporate LithiumHub and Koebler’s patented technologies. The complaint seeks a limited exclusion order and cease and desist order against the accused companies. Comments are due Sept. 26.
The Commerce Department intends to end antidumping duties on barium chloride from China (A-570-007) and countervailing duties on the same product from India C-533-909), it said a notice announcing the initiation and preliminary results of a changed circumstances review. Honeywell requested the review with no objection from the original petitioner in the case, Chemical Products Corporation, which is "ceasing" domestic production of barium chloride. If Commerce decides to revoke the order in the final results of its changed circumstances review, revocation of each order will take effect beginning "on or after the day following the last day of the period covered by the most recently completed administrative review of the Orders."

The Commerce Department has published the preliminary results of its antidumping duty administrative review on frozen fish fillets from Vietnam (A-552-801). In the final results of this review, Commerce will set assessment rates for subject merchandise from the companies remaining under review entered August 2022 through July 2023.

The Commerce Department has published the preliminary results of its antidumping and countervailing duty administrative reviews of finished carbon steel flanges from India (A-533-871/C-533-872). In the final results of this review, Commerce will set AD assessment rates for subject merchandise for the companies under review entered Aug. 1, 2022, through July 31, 2023, and CVD assessment rates for entries Jan. 1, 2022, through Dec. 31, 2022.
The Commerce Department has published the preliminary results of its antidumping and countervailing duty administrative reviews on light-walled rectangular pipe and tube from China (A-570-914/C-570-915). The agency preliminarily found that the Vietnamese company Hoa Phat Steel Pipe Company Limited had no shipments of subject merchandise during the AD and CVD review periods, which are Aug. 1, 2022, through July 31, 2023, and Jan. 1, 2022, through Dec. 31, 2022, respectively.

The Commerce Department is beginning a new shipper review at the request of Essen Steel Industry L.L.C. for the purposes of the antidumping duty order on prestressed concrete steel wire strand (PC strand) from the United Arab Emirates (A-520-809), it said in a notice. The agency will determine a new AD cash deposit rate applicable to Essen Steel, which had not previously exported to the U.S. prior to the period under review and is currently covered by the all-others rate. The period of review for the review is Feb. 1, 2024, through July 31, 2024.
The Commerce Department issued its final determinations in its antidumping and countervailing duty investigations on ferrosilicon from Russia (A-821-838/C-821-839). Changes to cash deposit requirements set in these final determinations take effect upon their publication in the Federal Register, scheduled for Sept. 18.
