The Commerce Department has published the preliminary results of an antidumping duty administrative review on common alloy aluminum sheet from Germany (A-428-849). The final results of this review will be used to set importer assessments for one German company for the period April 1, 2022, through March 31, 2023.

Correction: A group of U.S. solar module producers is seeking new antidumping and countervailing duty orders on solar cells and modules from the same four Southeast Asian countries that Commerce recently found were circumventing AD/CVD on solar cells from China (see 2404240071). The petitions said there is currently no active production in the U.S. of solar cells.

The Commerce Department is beginning new antidumping and countervailing duty investigations on 2,4-dichlorophenoxyacetic acid (2,4-D) from China and India, it said in a fact sheet April 24. The underlying petition was filed in March (see 2403190048). The International Trade Commission is scheduled to make its preliminary injury determinations by May 20. These AD/CVD investigations will continue only if the ITC finds injury. International Trade Today will provide more details upon publication of the initiation notices in the Federal Register.

Suspension of liquidation and countervailing duty cash deposit requirements won't take effect until further notice for Sociedad Nacional de Galapagos C.A., Naturisa S.A., Holding Sola & Sola Solacciones S.A., and Empacadora Champmar S.A., the Commerce Department said in a notice released April 24 amending its preliminary determination in its CVD investigation on frozen warmwater shrimp from Ecuador (C-331-806). The agency also is amending the all-others rate for Ecuador it set in the April 1 preliminary determination (see 2403290027).

A U.S. manufacturer seeks the imposition of new antidumping and countervailing duties on alkyl phosphate esters from China, it said in petitions filed last week with the Commerce Department and the International Trade Commission. Commerce will now decide whether to begin AD/CVD investigations, which could result in the imposition of permanent AD/CVD orders on alkyl phosphate esters, used among other things as a fire retardant in foams and plastics, and the assessment of AD/CVD on importers. The investigations were requested by ICL-IP America.

The Commerce Department issued a notice in the Federal Register on its recently initiated antidumping and countervailing duty investigations on ferrosilicon from Brazil (A-351-860/C-351-861), Kazakhstan (A-834-812/C-834/813), Malaysia (A-557-828/C-557-829) and Russia (A-821-838/C-821-839). The CVD investigations and the AD investigations on Brazil, Kazakhstan and Malaysia cover entries for the calendar year 2023. The AD investigation on Russia covers entries made July 1, 2023, through Dec. 31, 2023.

The International Trade Commission seeks comments by May 1 on a request for a Section 337 limited exclusion order banning imports of high-strength aluminum or aluminum alloy-coated steel from VinFast, as well as cars made using the steel, the ITC said in a notice. ArcelorMittal filed the underlying complaint April 17, alleging that VinFast, a Vietnam-based car manufacturer, is including the high-strength aluminum-coated steel in its cars, including the VF-8, which VinFast has been exporting to the U.S. “since at least 2022,” the complaint said. ArcelorMittal also seeks cease and desist orders against VinFast and its affiliates.
