The Commerce Department has published the preliminary results of its antidumping duty administrative review on diffusion-annealed, nickel-plated flat-rolled steel products from Japan (A-588-869). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from the only producer/exporter remaining under review, Toyo Kohan Co., Ltd., that was entered May 1, 2023, through April 30, 2024.

The Commerce Department said it's rescinding the administrative review of the countervailing duty order on melamine from China (C-570-021) for the period of review Jan. 1, 2023, through Dec. 31, 2023, because there were no reviewable, suspended entries of subject merchandise during the review period for Sichuan Aolaite Chemical Co. Ltd. and Xinji Jiuyuan, the only two companies for which the review was requested. The cash deposit rates won't change, and the current cash deposit requirements will remain in effect until further notice. Because the review has been rescinded in its entirety, the entries to which this administrative review pertained will be assessed CVD at rates equal to the cash deposit of estimated CVD required at the time of entry, or withdrawal from warehouse, for consumption, Commerce said.

A domestic producer recently filed a petition with the Commerce Department and the International Trade Commission requesting new antidumping duties and countervailing duties on crystalline silicon photovoltaic cells imported from India, Indonesia and Laos. Commerce now will decide whether to begin AD/CVD investigations, which could result in the imposition of permanent AD/CVD orders and the assessment of AD and CVD on importers. The Alliance for American Solar Manufacturing and Trade, which includes First Solar, Mission Solar Energy, and Qcells, with Talon PV Solar Solutions as a supporter, filed the petition.

The Commerce Department is amending the final results of the countervailing duty administrative review on utility scale wind towers (wind towers) from Malaysia (C-557-822) covering the period Jan. 1, 2022, through Dec. 31, 2022, that were published June 16, to correct a ministerial error in a calculation, which results in a lower CVD cash deposit rate for a mandatory respondent to the review.

The International Trade Commission is seeking public input on remedies for its Section 337 investigation on imported organic light-emitting diode display modules (ITC Inv. No. 337-TA-1378), it said in a July 17 notice. The ITC initiated the investigation in 2023 based on allegations that BOE Technology Group and its subsidiaries misappropriated Samsung's trade secrets and unfairly imported organic LED displays designed with those secrets (see 2312060055). On July 11, the administrative law judge issued a final initial determination on violation of Section 337.
