The Commerce Department is increasing the “all others” antidumping duty rate applicable to thermal paper from Germany from exporters that have never received their own AD rate, it said in a notice released Dec. 23. Implementing a Court of International Trade decision that mandated changes to Commerce’s calculations from the original 2021 AD investigation, Commerce said the “all others” rate will rise to 6.27%, from 2.9%. The new rate is applicable Dec. 1.

The Commerce Department issued a final negative determination in its antidumping duty investigation and a final affirmative determination in its countervailing duty investigation on imports of paper file folders from Cambodia, it said in a fact sheet issued Dec. 22. Commerce thereby ended its AD investigation and set CVD rates at 30.38% for Cambodian exporters, the agency said. These rates will take effect upon publication in the Federal Register of these final determinations, which should occur in the coming days.

These final results will be used to set final assessments of AD on importers for subject merchandise entered December 2022 through November 2023.
