This Pipeline and Hazardous Materials Safety Administration is soliciting comments on the development of the 2012 Emergency Response Guidebook (ERG2012), for use by emergency services personnel to provide guidance for initial response to hazardous materials incidents. Comments are due by September 21, 2010.
The Office of Foreign Assets Control is publishing the name of one newly-designated individual, who is a citizen of the U.S. and Yemen, whose property and interests in property are blocked pursuant to Executive Order 13224, “Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten To Commit, or Support Terrorism,” and the Global Terrorism Sanctions Regulations.
The Office of Foreign Assets Control has designated two Mexican entities, Arte y Diseno de Culiacan S.A. de C.V. and Autotransportes JYM S.A. de C.V., pursuant to the Foreign Narcotics Kingpin Designation Act, which prohibits U.S. persons from conducting financial or commercial transactions with the two designated entities and freezes any assets they may have under U.S. jurisdiction.
The Small Business Administration has provided resources for small businesses in need of assistance in moving their business beyond the border. These resources include three separate trade and financing programs, online resources, export assistance centers along with counseling and assistance.
The Environmental Protection Agency is requesting applications for essential use allowances for calendar years 2012 and 2013, which provide exemptions from the phaseout of production and import of ozone-depleting substances. The U.S. Government will use the applications as the basis for its nomination of essential uses at the 23rd Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer, to be held in 2011. Applications are due by August 23, 2010.
The Department of Energy is issuing a supplemental notice to its proposed rule on manufacturer test procedures for microwave ovens, which proposes definitions of modes and language to clarify measurement of standby mode and off mode power consumption. DOE will hold a meeting on these issues on September 16, 2010. DOE has also issued a final rule which repeals the regulatory provisions establishing the cooking efficiency test procedure for manufacturers of microwave ovens.
The International Trade Administration announces a meeting of the Civil Nuclear Trade Advisory Committee on August 5, 2010, which will include discussion of Subcommittee final reports on treaties and regulation; civil nuclear technology; domestic competitiveness; etc.
