The Coast Guard has issued a proposed rule to require that all vessels subject to the International Convention for the Safety of Life at Sea (SOLAS), and carrying bulk solid cargoes other than grain, comply with the International Maritime Solid Bulk Cargoes (IMSBC) Code, among other things. The Congressional Research Service has issued a report on U.S.-Brazil Relations. Among other things, the report discusses Brazil's leading role in the World Trade Organization Doha round, discusses the WTO ruling against U.S. subsidies to cotton, and raises concerns over its IPR protection, in particular regarding Brazil's May 2007 breaking of a HIV/AIDS drug patent by Merck & Co. in order to import a cheaper version of that drug from India.
The Environmental Protection Agency has issued a final rule which amends the pesticide container and containment regulations to extend the 40 CFR 156.159 pesticide labeling compliance date from August 16, 2010 to December 16, 2010. EPA has also issued a proposed rule to further extend the compliance date to August 16, 2011, on which comments are due by July 15, 2010.
