The World Trade Organization announces that at the request of the participants (the European Union and the U.S.) in the dispute “European Communities and Certain Member States — Measures Affecting Trade in Large Civil Aircraft” (DS316/R), the Division hearing the appeal has decided to authorize public observation of the oral hearing on November 18, 2010 at the WTO. Given the participants’ request to protect certain sensitive business information, public observation will be limited to the opening statements and will take place via delayed broadcast.
The Government of Canada's Department of Foreign Affairs and International Trade is seeking the views of Canadians on the scope of the negotiation for the modernization of the existing Free Trade Agreement between Canada and the Republic of Costa Rica, which entered into force in 2002. This notice is part of Canada’s domestic consultation process to obtain advice and views on priorities, objectives and concerns to help outline the parameters of this FTA initiative. Comments are due by November 19, 2010.
Chinese Commerce Minister Chen Deming recently stated that China will maintain its exports of rare earths in 2011, denying reports that China would significantly reduce its export quotas. China was in talks with consumer countries and countries with rare earth reserves to find a solution to the supplies of rare earths, Chen said in response to reports that China would reduce its export quotas by up to 30% in 2011.
Chinese Vice Premier Zhang Dejiang stated on November 6, 2010 that China will stick to its "opening-up" policy and try to improve its investment environment. Zhang pledged that China will continue to improve laws and policies for foreign businesses to ensure an open and transparent legal environment. Zhang also said China will encourage Chinese enterprises to "go abroad" and participate in international trade and economic cooperation.

China's Ministry of Commerce has announced that it has decided to extend antidumping and antisubsidy investigations into U.S.-made off-road vehicles and sedans with an engine displacement of 2.0 liters and above.The extension is for six months, until May 6, 2011.
