China's Ministry of Commerce reports that China will release its fourth revised version of its foreign investment catalog in the near future. The new version will encourage investment in China's middle and western regions, and in industries such as IT, new energy, new materials, biological medicine, and advanced manufacturing. It will also encourage multinationals to set up research and development centers and to extend their industry chains in China.

A Special Session of the UN General Assembly will meet September 20-22 in New York to review progress to date on the Millennium Development Goals (MDGs), which commit member countries and their development partners to eliminate extreme poverty and hunger, and significantly improve the economic and human welfare of poor people worldwide by 2015.

The National Nuclear Security Administration and the State Customs Service of Ukraine (SCSU) announced on September 13, 2010 the beginning of their sixth year of export control training to strengthen the ability of inspectors to recognize and interdict illicit transfers of weapons of mass destruction (WMD)-related materials and equipment.

China's Ministry of Commerce reports that as the system of export pre-check and signature was invalid as of May 2008, several regulations on Strengthening Coordination Management on Exported Commodities and the Provisional Regulations on Penalizing Low-Price Export (No.2 Decree of the MOFCOM in 2010) shall be revoked after the deliberation at the 41st ministerial meeting of the MOFCOM on August 16, 2010.

The World Customs Organization reports that on August 19, 2010, the Republic of Guinea-Bissau deposited its instrument of accession to the Convention establishing a Customs Co-operation Council with the Belgian Government, becoming the 177th member to join the WCO.

The U.S. Embassy in India announced that the U.S.-India Agriculture Dialogue steering committee held its first meeting on September 14, 2010. The committee, comprised of officials from both governments, met to identify areas of cooperation in agriculture and food security; food processing; farm-to-market linkages; crop forecasting; etc.

The European Commission has posted a reminder of the deadlines to register certain chemical substances under the EU REACH¹ regulation and to notify the European Chemicals Agency (ECHA) of the classification and labeling of chemical substances placed on the EU market under the Classification, Labeling and Packaging (CLP) regulation.
