The U.S. Attorney's Office for the district of Maryland has announced that Nadeem Akhtar, owner of Computer Communication USA (CC-USA), has pleaded guilty to conspiring to commit export violations and to defraud the U.S. in connection with a scheme to illegally export nuclear-related materials to Pakistan.
The Bureau of Industry and Security has issued a final rule, effective September 12, 2011, which amends the Export Administration Regulations (15 CFR Parts 740, 742, and 774) to implement a decision adopted under the Australia Group (AG) intersessional silent approval procedures in November 2010.

The Postal Service is withdrawing an August 2011 final rule that would incorporate new maximum limits for the outbound mailing of lithium batteries. The rule is being withdrawn to allow for further review by International Civil Aviation Organization's (ICAO's) Dangerous Goods Panel.
Acting U.S. Commerce Secretary Rebecca Blank stated that the July 2011 U.S. International Trade in Goods and Services report showed that U.S. exports in July increased 3.6 percent from June, to $178.0 billion. The value of exports in July, as well as the individual export values for goods and services, was the highest on record. Exports of capital goods ($42.1 billion) and exports to South and Central America were also the highest on record in July ($14.7 billion). U.S. imports of goods and services decreased 0.2 percent over this period to $222.8 billion, causing the U.S. trade deficit to decrease 13.1 percent since June, totaling $44.8 billion in July.

The Bureau of Industry and Security has issued a final rule, effective September 6, 2011 to update the Export Administration Regulations to reflect the fact that the Netherlands Antilles1 dissolved on October 10, 2010, Curaçao and Sint Maarten became semi-autonomous entities within the Kingdom of the Netherlands, and to change "East Timor" to its proper name of "Timor-Leste" throughout the EAR.
The Bureau of Census issued a broadcast stating it implemented an AES Downtime Policy at 5 p.m. on September 1, 2011 due to an Automated Export System outage stemming from communication issues. A 7 p.m. message on that same date stated the outage was resolved, and as a result, all Electronic Export Information (EEI) for shipments that were exported under the AES Downtime Policy must be filed along with any new AES transactions to receive an ITN.
The Census Bureau has announced that In the coming weeks it will be migrating the AESDirect database to a new platform and new servers, which should bring minor changes and improvements. Some links on the Main Menu and within the application have already been removed, added, or changed. By the end of September, users will also notice the following changes: (i) revised error messages to make it easier to determine where the errors in shipments are; and (ii) no longer having to differentiate between archived and new shipments as the application will now combine these two in a single search.
