The Bureau of Industry and Security announced that Balli Group PLC and Balli Aviation paid the full amount due on its civil penalty to comply with a May 20, 2011 order issued by BIS Assistant Secretary for Export Enforcement David Mills. Assistant Secretary Mills issued the order revoking the suspension of a $2M civil penalty and invoked the acceleration clause for the two remaining $2.6M installments payments. The order made a combined $7.2M payment due within 15 days.

The Bureau of Industry and Security has issued a correction, effective June 14, 2011, to its May 20, 2011 final rule which revised the Export Administration Regulations to implement the changes made to the Wassenaar Arrangement's List of Dual Use Goods and Technologies agreed to at the December 2010 Plenary Meeting. According to BIS, its June 14, 2011 notice corrects errors concerning radial ball bearings, as well as editorial mistakes.

Officials discussed the status of the rulemakings to make the USML a “positive” list and align it structurally with the CCL, announced that a single export license has been developed but is not yet public, and stated that the Administration is developing its own export reform legislation.
The Directorate of Defense Trade Controls announces that the Section 655 FY 2010 report has been posted. Section 655 Annual Military Assistance Reports cover defense articles and defense services licensed for export under 22 USC 2778 of the Arms Export Control Act. These reports are provided annually to Congress pursuant to Section 655 of the Foreign Assistance Act and show for a fiscal year the aggregate dollar value and quantity of defense articles and defense services authorized as direct commercial sales to each foreign country.
The Directorate of Defense Trade Controls announces that effective immediately, Goodrich Corporation has acquired Microtecnica S.r.l. of Italy and Microtecnica Actuation Technologies Ltd. of the United Kingdom. As a result of the acquisition, the names of Microtecnica S.r.l. and Microtecnica Actuation Technologies Ltd. remain unchanged. DDTC is exercising the authority to waive the requirement for amendments to change currently approved authorizations. Pending DSP authorizations received by DDTC identifying Microtecnica S.r.l. or Microtecnica Actuation Technologies Ltd. as a party to the license will be adjudicated without prejudice.

The State Department announces that at the Deauville Summit on May 26-27, G8 leaders agreed to extend the Global Partnership Against the Spread of Weapons and Materials of Mass Destruction beyond its current mandate, which was originally set to expire in 2012. The G8 Global Partnership was originally a 10-year initiative launched in 2002 with the aim of preventing terrorists from acquiring or developing weapons of mass destruction (WMD).
