The Bureau of Industry and Security has issued a final rule, effective May 20, 2011, which revises the Export Administration Regulations to implement the changes made to the Wassenaar Arrangement's¹ List of Dual Use Goods and Technologies maintained and agreed to by governments participating in the Wassenaar Arrangement’s December 2010 Plenary Meeting.

The Bureau of Industry and Security has issued a final rule, effective May 24, 2011, which amends the Entity List (Supplement No. 4 to 15 CFR 744) by removing one Russian entity, listed as the Federal Atomic Power of Russia (Rusatom) (now known as the Russian State Corporation of Atomic Energy (Rosatom)) and by adding clarifying language and amending aliases for two Russian entities that are components of Rosatom.

The State Department has issued a final rule, effective May 24, 2011, which amends the International Traffic in Arms Regulations (ITAR) to reflect the United Nations Security Council's recently adopted arms embargo by prohibiting certain defense exports and sales to Libya. The final rule also updates the policy of denial for licenses or other approvals to export or otherwise transfer defense articles and services to Libya.
