On February 7, 2011, Commerce Secretary Locke announced the 30 members of the Civil Nuclear Trade Advisory Committee which advises Locke on expanding U.S. civil nuclear export opportunities. Committee members serve a two-year term and make recommendations to the Secretary of Commerce concerning trade policy development, improving the competitiveness of U.S. industry and its ability to compete for international contracts for civil nuclear products and services.
On February 7, 2011, the President sent a letter to the Chairmen of several congressional committees1 informing them that in accordance with the provisions of section 1211(d) of the National Defense Authorization Act for Fiscal Year 1998 (Public Law 105-85), he has decided to establish a new level for the notification procedure for digital computers set forth in section 1211(a) of Public Law 105-85. The new level will be 1.5 Weighted TeraFLOPS.

The American Conference Institute has announced that it will hold an International Traffic in Arms Regulations (ITAR) Boot Camp on February 16-17, 2011 in San Diego. Topics to be discussed at the Boot Camp include export controls reform, protecting IT access, training global workforce, classifying articles, managing dual and third country nationals, distinguishing between ITA-controlled and public domain technical data; etc.
The Bureau of Industry and Security's Information Systems Technical Advisory Committee held a partially open meeting on January 26, 2011. The agenda for the session included reports from Working Groups on CCL Category 3, global microprocessor technology, and proposals to turn CCL Category 5 into a positive list.
The Office of Management and Budget posted notice on January 25, 2011 that it has completed its review of the State Department's proposed rule entitled: Amendment to the International Traffic in Arms Regulations: Defense Services, Components/Spare Parts, and Incorporated Articles. U.S. Citizenship and Immigration Services has updated Form I-129, “Petition for a Nonimmigrant Worker,” which allows employers to petition for an alien to come to the U.S. temporarily to perform services or labor, or to receive training, under certain visa categories. Among other things, the revised form contains a new employer certification regarding the release of controlled technology.
The Directorate of Defense Trade Controls has announced that Energia Overseas Limited has acquired Sea Launch L.L.C. As a result of the acquisition, Sea Launch L.L.C., remains known as Sea Launch L.LC. However, new license applications received after February 28, 2011, identifying Sea Launch L.L.C. as a party to the license will be considered for return without action for correction.
