CBP named Donald Kusser the director of field operations for the Laredo Field Office. Kusser succeeds DFO Randy Howe, who retired after 34 years, the agency said in a news release Sept. 25. Kusser was most recently port director for Los Angeles/Long Beach.
Cynthia Allen left FedEx Logistics on Sept. 7, and will be “taking some time off with family and friends to lazily contemplate my next career move,” she said in a post on LinkedIn. Allen, a former member of the Commercial Customs Operations Advisory Committee (COAC) who had previously led CBP’s ACE Business Office, was vice president of regulatory affairs and compliance at the company.
Bryant Trick, a career staffer at the Office of the U.S. Trade Representative, was named acting assistant USTR for Europe and the Middle East. Before this appointment, announced Sept. 5, Trick served as deputy assistant USTR for Korea. The new role covers the EU, the rest of Europe, the Middle East and Northern Africa.
Dan Wilson, former senior associate at Arnold & Porter, has joined Husch Blackwell as an international trade partner in the Washington, D.C., office, the firm announced. Joining the Technology, Manufacturing & Transportation industry group, Wilson carries experience in antidumping and countervailing duty proceedings and customs matters.
The Federal Maritime Commission this week named Cindy Hennigan deputy managing director, a role in which she will help oversee the FMC’s “administrative functions” and advise the commission’s managing director. Hennigan previously was director of the FMC Bureau of Certification and Licensing.
Former CBP attorney Coraly Schreiber joined trade boutique firm Yormick Law as of counsel, Jon Yormick, the firm's founder, confirmed in an email. Schreiber most recently served as managing attorney at Diaz Trade Law in Miami, and before that worked for 19 years at CBP, including a one-year stint as branch chief for the Fines, Penalties and Forfeitures Division, according to her LinkedIn page,
International trade attorney John Anwesen left Crowell & Moring to found Lighthill, a boutique international trade law firm. Per his LinkedIn page, Anwesen founded the firm in June after working at Crowell for two years as an associate. He previously worked at BakerHostetler as an associate and at the Commerce Department as an attorney and trade compliance analyst. With Lighthill, Anwesen will focus on trade remedy proceedings, "customs matters, export controls, and sanctions."
John Summers, former assistant U.S. attorney for the Northern District of Texas, has rejoined Caldwell Cassady as a principal, the firm announced. Summers draws from his experience as an assistant U.S. attorney prosecuting False Claims Act and qui tam complaints related to customs, procurement and healthcare fraud, the firm said.
International trade attorney Joshua Morey was named a partner at Kelley Drye, the firm announced. Morey was elected along with eight other attorneys who will serve as partners across the firm's various practices, all of whom will settle into their new roles on July 1. Morey's practice centers on trade remedy proceedings and supply chain and customs compliance matters.
Roberto Vaquero took over as director of CBP San Juan Field Operations on June 22, CBP said June 27. Vaquero has more than 21 years of federal government service and "has served in critical leadership positions within CBP," the agency said, including as acting director of field operations for the San Juan Field Office. Vaquero also held leadership positions in the Miami and New York CBP field offices, and was acting director of CBP's Immigration Advisory Program, overseeing operations in 13 countries.
