Julie Ann Parks is leaving her job at RTX, where she was most recently executive director of global customs, she said on LinkedIn. Parks had been at RTX, previously known as Raytheon, since 2010. In her post, the former member of the Commercial Customs Operations Advisory Committee said she’s “stepping into a new chapter” and indicated she’d still work in trade.

A trial attorney at DOJ's international trade field office, Luke Mathers, has left the agency and joined Sandler Travis as an associate, according to his LinkedIn profile. Mathers joined DOJ in 2022 in the New York-based trade field office, where he worked on various customs and antidumping and countervailing duty matters. Prior to joining the agency, Mathers was an associate at Skadden.

Pete Mento is joining consultancy Baker Tilly to “lead and develop” its customs and global trade practice, he said on LinkedIn. The practice will “be focused on client solutions to manage and reduce tariffs with a strict eye toward compliance and technology driven solutions,” he said.

Pete Mento is leaving his role as director of global customs for DSV, he said in a post on LinkedIn. He said he will return to his “focus of minimizing and eliminating tariffs for importers,” and will have “more on that later.”

Coraly Schreiber, a former CBP attorney, has rejoined international trade boutique firm Yormick Law as counsel, opening an office in San Juan, Puerto Rico, the firm announced. Schreiber worked for CBP for over 19 years, including as branch chief of the fines, penalties and forfeitures division and later as an attorney-adviser. After a five-month stint at Yormick Law in 2023, Schreiber then went back to CBP to serve as an international trade analyst, then as a fines and penalties administrator.

Sara McLean, former assistant director of DOJ's commercial litigation branch, has left the agency after over 26 years of service, she announced on LinkedIn. McLean joined DOJ in 1999 before becoming assistant director of the commercial litigation branch in 2010. In this role, she supervised False Claims Act enforcement involving cyber, healthcare, procurement and financial fraud matters.

Serena Tang, who recently left her position as a trial attorney at the Federal Maritime Commission’s Bureau of Enforcement, Investigations and Compliance (see 2509290029), is joining law firm Husch Blackwell, she announced on LinkedIn Oct. 14.

Two former CBP officials, Teresa Halpin and Rick Lawlor, have joined KPMG as directors of the firm's trade enforcement and advisory services practice, Andrew Siciliano, KPMG's trade and customs global practice lead, announced on LinkedIn. Halpin joins the firm after over 36 years at CBP, most recently working as the New York field director for CBP's Office of Trade Regulatory Audit. Lawlor comes to KPMG after over 33 years at the agency, most recently working as a field director, where he managed nine audit branches across the East Coast.

Carrie Owens, former director of enforcement operations at CBP, has joined Kelley Drye as a partner in the international trade practice group, the firm announced. She will serve as co-chair of Kelley Drye's customs practice. Owens joins the private sector after two decades in federal government service, which began in 2005 when she started at the Commerce Department as a senior attorney. She went to CBP in 2010 as a branch chief and supervising attorney before being elevated to director in 2016.

Chris Duncan, former partner at Stein Shostak, has joined Squire Patton in the international trade and foreign investment practice group in the firm's Los Angeles office, the firm announced. Prior to joining Stein Shostak, Duncan worked for 16 years at CBP as a senior attorney, most recently holding the position of assistant chief counsel in San Francisco. Duncan works on a host of customs issues, including on classification, Section 301 tariffs, valuation, country of origin and marking rules, the firm said.
