While the FCC saw lukewarm interest from terrestrial wireless players in greater access to the 42-42.5 GHz band (see 22308310053), the agency might find more enthusiasm from satellite interests, satellite spectrum experts tell us. The agency's May 22 meeting agenda will see it voting on a Further NPRM that proposes allowing more intensive satcom use of the 12.7 and 42 GHz bands, either as an alternative or complement to terrestrial wireless (see 2505010037). Some satellite operators are pushing the FCC to broaden the discussion to include the 51.4-52.4 GHz band.
The FCC posted Monday draft items for the commission’s April 28 open meeting (see 2504040070), including rules for the lower 37 GHz band that would require nonfederal users to obtain a nationwide nonexclusive license before registering sites in the band. The decades-old geostationary orbit (GSO)/non-geostationary orbit (NGSO) spectrum-sharing regime in the 10.7-12.7, 17.3-18.6 and 19.7-20.2 GHz bands is “the single most constraining regulatory requirement on NGSO satellite systems currently deploying at breakneck speed,” the FCC said in a notice proposing to revisit those sharing rules.
Michael Calabrese, representing the Open Technology Institute at New America, spoke with an aide to FCC Chairman Brendan Carr on some of the group’s priorities at the new FCC. Calabrese urged “a rapid resolution” of remaining issues in the FCC’s 2020 6 GHz Further NPRM. He explained “why the authorization of a somewhat higher maximum power level,” 8 dBm/MHz power spectral density level for indoor-only use, is “important for continued U.S. leadership in next generation Wi-Fi, and to ensure affordable high-capacity Wi-Fi 6/7 connectivity for virtually all consumers, businesses and community anchor institutions,” according to a filing this week in docket 18-295. Calabrese encouraged the FCC to complete work on mobile handset unlocking rules teed up in the last administration (see 2407180037). Moreover, he asked about the status of FCC work on the lower 12 GHz band (see 2411270046). In 12 GHz, “coordinated sharing is clearly feasible between the fixed satellite incumbents and proposed fixed terrestrial point-to-point and point-to-multipoint services” in the band, the filing said.
FCC Chairwoman Jessica Rosenworcel's final monthly meeting was largely a victory lap for the outgoing leader, with commission officials offering more than two hours of testimony Wednesday detailing accomplishments during her tenure. Also, Commissioner Anna Gomez criticized what she called an "apparent campaign to bring broadcasters and content platforms to heel" -- a seeming jab at Commissioner Brendan Carr's commitment to battle a "censorship cartel" (see 2411180059, 2412160052 and 2411080046).
For her final meeting, FCC Chairwoman Jessica Rosenworcel appears poised to follow an approach closer to that of former Chairman Tom Wheeler at the end of the Obama administration than of Ajit Pai when the first Donald Trump presidency concluded. Rather than scheduled votes, the Jan. 15 open meeting will feature commission staff leading four presentations (see 2412230045).

Three former Republican FCC commissioners agreed Thursday that the Trump administration will likely focus on making more spectrum available for 5G and 6G, but conceded that the bands targeted by wireless carriers won’t be easy to address. High-power, two-way fixed operations in the 12.2-12.7 GHz band would cause harmful interference to DirecTV receivers 100 to 1 million times the limits in place to protect direct broadcast satellite (DBS) customers, according to DirecTV. In docket 20-443, it submitted an engineering study by consultancy Savid to counter Dish Network's submitted study by consultancy RKF that backs DBS and fixed wireless coexistence in the band (see 2311160032). The Savid study shows interference extending well beyond the intended coverage area of the base stations, contrary to RKF's "misleading depictions," and allegations of "wreak[ing] havoc" on DBS subscribers, DirecTV said in the filing posted Friday. Separately in docket 22-352, DirecTV recapped calls with aides to FCC Chairwoman Jessica Rosenworcel and Commissioners Anna Gomez, Brendan Carr and Nathan Simington. It discussed concerns about opening the adjacent 12.7-13.25 GHz band to terrestrial wireless and the likelihood of harmful interference to DBS operations.
