The FCC Office of Engineering and Technology on Monday sought comments, due July 29, on a C3Spectra proposal to join the list of companies operating an automated frequency coordination (AFC) system to manage access to the 6 GHz band. OET conditionally approved C3Spectra’s application, subject to a testing process, “which may begin immediately.” In February, OET approved AFC operations by seven companies and sought initial comments on C3Spectra’s proposal, in docket 21-352 (see 2402230050).
The Fixed Wireless Communications Coalition asked the FCC to address how interference is reported and addressed in the 6 GHz band as automated frequency coordination systems open (see 2404050012). “The Commission must require AFC Operators to comply with the Office of Engineering and Technology Public Notice approving the AFC Operators’ applications, and it should do so by requiring [them] to work with incumbent licensees to build an interference portal that receives and addresses interference complaints,” the coalition said in a filing posted Monday in docket 21-352. It said the current reporting portal is “wholly inadequate.”
Advocates of expanding the use of very-low-power devices without coordination in other parts of the 6 GHz band filed a report at the FCC on a “comprehensive Monte Carlo analysis” of interference risks to broadcast auxiliary service TV pickup (TP). “The large majority (95%) of TP links had no exceedance over 100,000 simulation iterations,” a filing posted Monday in docket 18-295 said: “The risk of harmful interference from VLP devices to TP links was exceedingly small with a 0.0001% average probability of an exceedance across all TP links.” Representatives of Apple, Broadcom, Google, Meta Platforms and Qualcomm met with Office of Engineering and Technology staff to discuss the RKF Engineering Solutions report.
Utilities Technology Council President Rusty Williams met with FCC Chairwoman Jessica Rosenworcel's aides to discuss 6 GHz interference concerns, a filing posted Friday in docket 18-295 said. UTC cited “numerous studies on the record finding that interference from unlicensed devices is certain to occur to utility licensed microwave systems in the band,” the filing said. UTC said automated frequency coordination systems operators don’t “provide sufficient processes for responding to and resolving interference complaints.” UTC noted that the North American Electric Reliability Corp. issued “a Level 2 Alert regarding the potential for interference from 6 GHz unlicensed devices, which underscores the heightened level of concern about the impact of interference on the bulk electric system.”
Wi-Fi Alliance representatives said 6 GHz deployments are going well but urged that the FCC address requests for waiver to permit automatic frequency coordination systems to take building entry loss into account “for a specific type of 'composite’ standard-power device that, by design, is restricted to operate only indoors.” The representatives met with aides to the five commissioners. In March, the Office of Engineering and Technology sought comment on the waiver. The 6 GHz standard-power device “ecosystem,” operating under AFC control, “is rapidly expanding and is already delivering connectivity benefits,” a filing posted Friday in docket 23-107 said. “We emphasized that the relief sought in these requests for waiver would expand the 6 GHz standard-power device capabilities to deliver connectivity benefits without raising the interference potential,” the alliance said.
Apple representatives met with an aide to FCC Chairwoman Jessica Rosenworcel on the company’s support for a geofenced variable power (GVP) device class in the 6 GHz band (see 2404290035). Apple noted its agreement with commenters “who explained how flexible power levels enabled by adoption of the GVP proposal will greatly improve reliability, performance, and consumer benefits of portable unlicensed devices without creating a significant risk of harmful interference to incumbent licensees,” a filing posted Tuesday in docket 18-295 said. Apple representatives also joined with executives from Broadcom, Google, Meta Platforms and Qualcomm in a meeting with staff from the FCC Office of Engineering and Technology. They discussed the strong momentum behind Wi-Fi deployment in the 6 GHz band. In 2024, manufacturers expect to ship 147.2 million Wi-Fi 6E access points, 23.12 million Wi-Fi 7 APs, 576.2 million Wi-Fi 6E devices and 231.4 million Wi-Fi 7 devices, the companies said. Both Wi-Fi standards use 6 GHz spectrum. “The Commission has fostered a robust Wi-Fi ecosystem that steadily grows year after year -- as evidenced by the strong demand for Wi-Fi access points,” they said.
Vodafone and other wireless carriers have a ways to go to deploy 5G and are in no hurry to get to 6G, David Lister, Vodafone 6G research lead, said Monday during a 6G workshop streamed at the Technology & Innovation Centre at the University of Strathclyde in Glasgow, Scotland.
Supporters of the FCC's expired affordable connectivity program acknowledge the Senate Commerce Committee’s impasse (see 2406180067) on the Spectrum and National Security Act (S-4207) may spur a reexamination of alternatives for addressing broadband pricing. This realization comes amid weakening odds that Congress can address ACP funding via a broader package aimed at restoring the FCC's lapsed airwaves sales authority. Lawmakers continue insisting a legislative solution is possible this year even though Senate Commerce’s cancellation of its planned Tuesday markup of S-4207 (see 2406170066) was its fourth pulling of the measure since early May. Other stakeholders are urging a shift to emphasizing nonlegislative solutions.
Railroads face a growing need for spectrum in light of requests from the National Transportation Safety Board and Federal Railroad Administration but have had difficulty identifying additional spectrum to use, the Association of American Railroads said in a meeting with FCC Wireless Bureau Chief Joel Taubenblatt and staff. AAR explained “the railroads’ current use of spectrum in the 160-161 MHz, 219.5-222 MHz, 450 MHz, 900 MHz, and 6 GHz bands,” a filing posted Thursday in docket 24-99 said. The group discussed “how the railroads continue to improve their technology and use their existing spectrum more efficiently.”
Aides to Senate Commerce Committee supporters of the Spectrum and National Security Act (S-4207) say revisions that the Commerce Department and military leaders endorsed Tuesday night will sway enough Republicans to ease the bill's path forward in the chamber. Senators told us much will depend on the language in a new substitute version of S-4207 that was still under development Wednesday afternoon. The bill would restore the FCC’s spectrum auction authority for five years, allocate $7 billion to the expired affordable connectivity program during FY 2024 and fully pay for the Secure and Trusted Communications Networks Reimbursement Program.
