The Census Bureau sent out AES Broadcast 2013031 as part of a series of monthly educational broadcast messages on fatal errors in the Automated Export System. This month Census is highlighting AES error codes 128 (Port of Export Unknown) and 632 (2nd Unit of Measure Code / Schedule B/HTS Mismatch). The broadcast covers the reasons for these error messages and how to resolve them, as follows:
Boeing Corp. requested more than $100 million in financial assistance from the Export Import Bank, to export their 737 Aircraft to WestJet Airlines Ltd. The planes will be used for Canadian domestic passenger air service and Canadian cross-border passenger air service between Canada and Mexico, the U.S. or the Caribbean.
The Export-Import Bank renewed a 90 percent guarantee of a $100 million Citibank facility, to purchase invoices generated through the sales of goods and services by eligible U.S. suppliers to CNH America, the Bank announced April 18. The authorization is Ex-Im’s second renewal of the facility. It will support small-business suppliers of CNH by increasing liquidity to fulfill new orders, Ex-Im said. The facility is provided through the Bank’s Supply-Chain Finance Guarantee Program.
The Bureau of Industry and Security issued a final rule revising a specific Authorization Validated End-User listing in the Export Administration Regulations. The listing, for CSMC Technologies Corporation in China, is being updated to incorporate a merger and updated postal code. The rule amends Supplement No. 7 to part 748 of the EAR. That supplement identifies the names of Validated End-Users, the date they were designated and their eligible destinations. The rule is effective April 19.
The Census Bureau published a broadcast detailing specific changes to the Automated Export System, mandated in the first final rule on U.S. Munitions List-Commerce Control List moves. The rules were released by the State and Commerce Departments April 16 (see 13041705). The broadcast details the addition of 10 new Export Control Classification Numbers added to the AES ECCN reference table. The numbers are 9A610, 9A619, 9B610, 9B619, 9C610, 9C619, 9D610, 9D619, 9E610 and 9E619. Use the following instructions to determine which 600 series items are eligible for certain license types:
Boeing requested more than $100 million in financial assistance from the Export-Import Bank to support the export of the company’s 767 aircraft to Kazakhstan, the Bank said. The planes would be used by Air Astana JSC for long-haul passenger service between Kazakhstan and destinations in Russia, Europe and Asia. Comments on the proposed loan can be submitted to www.regulations.gov by May 10.
The Export-Import Bank and the Dubai Economic Council signed a $5 billion memorandum of understanding, the bank said April 10. The agreement says the Council and Ex-Im “anticipate that as much as $5 billion in export-credit support may be approved to finance [the Council’s] members’ and customs’ procurement of U.S. goods and services for a variety of Dubai infrastructure projects.” Potential areas of cooperation include airport infrastructure, port-development projects and power generation, according to Ex-Im. The agreement “helps ensure that American exporters are not disadvantaged by foreign companies relying upon state-driven capital,” said Bank Chairman Fred Hochberg.
The Federal Energy Regulatory Commission said it granted several applications for permission to export or import liquified natural gas, in Federal Register notice scheduled for April 10 (here) and (here). The January applications were from Sabine Pass Liquefaction, LLC, Tenaska Washington Partners, L.P., Chevron U.S.A., Main Pass Energy Hub, LLC, Irving Oil Commercial GP, Xpress Natural Gas LLC, Merrill Lynch Commodities Canada, ULC, Gas Natural Puerto Rico Inc., Enn Canada Corp., Selkirk Cogen Partners L.P., Pangea LNG (North America) Holdings, LLC, Exelon Generation Co., Husky Marketing and Supply Co., Dominion Cove Point LNG, Dynegy Marketing and Trade, LLC, and Progas USA Inc. The February applications were from J.P. Morgan Commodities Canada, Sempra LNG Marketing, LLC, DTE Gas Co., Magnolia LNG, LLC, TC Ravenswood, LLC, Total Gas & Power North America, Resolute FP US INC., Gas Natural Aprovisionamientos SDG, S.A., Societe Generale Energy Inc., Societe Generale Energy Corp., Freepoint Commodities LLC, Planet Energy Corp, Statoil Natural Gas LLC, Pacificorp, Cargill, Excelerate Energy Gas Marketing, Royal Bank of Canada, AECO Gas Storage Partnership, and Omimex Canada, Ltd.
The Export-Import Bank received an application for more than $100 million in financial assistance from the Boeing Company, to export their 777 and 737 aircraft to Air China. The planes will be used for short- and medium-haul airline service in China and between China and other regional destinations, and to provide long-haul airline service between China and international destinations. Comments on the application can be submitted to www.regulations.gov and are due May 4.
Six months into the 2013 fiscal year, the Export-Import Bank has authorized $14.8 billion in financial aid, and that number -- and U.S. export performance -- will only continue to grow, Bank Chairman Fred Hochberg said at the opening of the bank’s Annual Conference April 4. Hochberg pointed to the rising middle class population, a group that will need more roads, power, telecommunications, and airports: “a huge selling opportunity for American exporters.”
