The Foreign-Trade Zones Board announced its approval of the reorganization under the Alternative Site Framework of FTZ 197 in Doña Ana County, New Mexico. The zone will now cover all of Dona Ana County, which sits on the U.S.-Mexico border near El Paso, Texas. Under the Alternative Site Framework, companies will now be able to request subzone status through the relatively simple "minor boundary modification" process.
The U.S. Census Bureau announced on July 3 the appointment of Dale Kelly as Foreign Trade Division (FTD) chief. Kelly previously led the development and maintenance of the Foreign Trade Regulations that require electronic export filing through the Automated Export System, including AESDirect, said Census in a statement. Kelly has worked at Census in various roles for 28 years, the statement added. Nick Orsini previously served as head of the FTD. Orsini will now take over as chief of the Manufacturing and Construction Division at Census, the statement said.

The Commerce Department’s Bureau of Industry and Security (BIS) denied Fidel Ignacio Cisneros (here) export privileges for a six year period following Cisneros' 2012 conviction of violating Arms Export Control Act. BIS denied Cisneros export privileges until Nov. 2, 2018, but the denial is subject to appeal. The appeal must be filed within 45 days of the June 24 denial order. Cisneros, currently an inmate a federal correction institution in Littleton, Colo., was convicted of knowingly and willfully exporting and causing to be exported from the U.S. to Japan an Acquired Tactical Illuminating Laser Aimer, without obtaining a license for such export or written authorization from the State Department. The product is on the U.S. Munitions List. BIS also revoked all Cisneros’s defense article export licenses that he had an interest in at the time of conviction.
The Commerce Department will lead an export promotion mission in February 2015 to South Africa, Mozambique and Kenya for companies in the energy, transportation, agriculture and medical equipment sectors, it said in a Federal Register notice June 26. The trade mission will include one-on-one meetings with screened potential buyers, said Commerce. The agency will accept applications on a rolling basis until a maximum of 20 participants is selected, it said.

The Commerce Department will lead a trade promotion mission to Egypt, Jordan and Israel in 2015 for exporters of healthcare equipment, it said on June 17. During the trade mission, U.S. healthcare companies will receive market briefings and meet with potential business partners. The mission, which will take place May 16-21, 2015, also includes an optional stop in the West Bank city of Ramallah. Applications may be submitted until March 13, 2015, and will be reviewed on a rolling basis.
