The Foreign-Trade Zones Board issued the following notice for Dec. 26:
The Commerce Department renewed the charter for the Advisory Committee on Supply Chain Competitiveness, it said in a notice. The advisory committee provides advice “on the necessary elements of a comprehensive policy approach to supply chain competitiveness designed to support U.S. export growth and national economic competitiveness, encourage innovation, facilitate the movement of goods, and improve the competitiveness of U.S. supply chains for goods and services in the domestic and global economy; and to provide advice to the Secretary on regulatory policies and programs and investment priorities that affect the competitiveness of U.S. supply chains.”
Winter snow wheels imported by Allied Wheel for use on passenger vehicles are not subject to antidumping and countervailing duties on steel wheels 12 to 16.5 inches in diameter from China (A-570-090/C-570-091), the Commerce Department said in a Dec. 16 scope ruling. The scope of the AD/CVD orders is meant to cover trailer wheels, and Allied Wheel’s winter snow wheels aren’t suitable for trailer use, Commerce said.
The Commerce Department said it will accept comments through Jan. 10 on its proposed new procedures for how to review transactions, including imports, that involve information and communications technology and services and are seen as a potential threat (see 1911260032). Industry groups requested the extension beyond the original due date of Dec. 27.
The Commerce Department set the 12-month 2020 value-added tariff preference level for certain apparel imported directly from Haiti (Harmonized Tariff Schedule 9820.61.25 for entry-specific claims or 9820.61.30 for aggregate claims) eligible to receive duty-free treatment under the Haitian Hemispheric Opportunity Through Partnership for Encouragement Act (HOPE). For the one-year period beginning on Dec. 20, 2019, and extending through Dec. 19, 2020, the recalculated quantity of imports eligible for preferential treatment under the value-added TPL is 376,935,586 square meters equivalent (SME), an increase of about 4 million SME over 2018 levels. Apparel articles entered in excess of this TPL will be subject to otherwise applicable duty rates.
