On June 1, 2010, the President transmitted a report to Congress, under section 804(a) of the Foreign Narcotics Kingpin Designation Act, which transmits his designations of the following five foreign individuals as appropriate for sanctions under the Kingpin Act and reports his direction of sanctions against them under the Act: Haji Agha Jan Alizai (Afghanistan), Haji Bando (Afghanistan), Ousmane Conte (Guinea), Sergio Enrique Villarreal Barragan (Mexico), and Mohamed Bachir Suleman (Mozambique).
On May 31, 2010, APHIS updated its Cut Flowers and Greenery Import Manual. The manual provides the background, procedures, and reference tables for regulating the fresh, cut portion of the plant when it is imported for decoration or ornamentation, and for protecting plants that are threatened with extinction due to trade in those plants or their derivatives.
