On September 14, 2010, the New York and New Jersey Port Authority Board of Commissioners provided up to $1 billion in its capital planning process to help finance a solution to the Bayonne Bridge height issue. A comprehensive planning analysis is under way to determine a cost-effective solution to the bridge clearance issue, which will pose a navigational problem for larger ships after the Panama Canal expands in 2014.
CBP has issued a memorandum announcing a special import quota of 15,105,052 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.06. (CBP notes that this quantity is not subject to the TRQs in Chapter 52 Additional U.S. Notes 5 through 10.)
CBP has issued a memorandum announcing the fiscal year 2011 opening of the tariff rate quota on cocoa powder, as provided for in HTS Chapter 18, Additional U.S. Note 1. This TRQ opens on October 1, 2010, and the restraint level for all countries except Mexico is 2,313,000 kg.
CBP has posted a memorandum announcing the September 20, 2010 opening of the tariff rate quota for certain cotton provided for in HTS Chapter 52, Additional U.S. Note 5 for the period September 20, 2010 through September 19, 2011.
U.S. Customs and Border Protection has issued a CSMS message on OFAC's recent final rule that effective September 29, 2010, prohibits the commercial and non-commercial importation of certain foodstuffs, carpets and textile floor and wall coverings of Iranian origin.
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching their restraint limit or have filled their in-quota (low) rate. The list is divided into two sections: those that are at least 85% filled and those that are filled.

On September 27, 2010, the National Nuclear Security Administration (NNSA) announced the successful initiation of operations of radiation detection equipment at the Port of Valencia in Spain, installed as part of NNSA's nonproliferation Megaports Initiative.1
