U.S. Customs and Border Protection has posted a January 30, 2012 version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) electronic query report of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted a version of its CF 1401 (Record of Vessel in Foreign Trade Clearances) electronic query report of the VMS, in accordance with 19 CFR 4.95, organized by clearances.

U.S. Customs and Border Protection has posted changes made to the Customs and Trade Interface Requirements (CATAIR) since December 15, 2011. Changes were made to the chapter on Cargo/Manifest Status Query, which provides record formats that allow entry processing results, bills of lading, and in-bonds to be queried. In the January 25, 2012 issue of the U.S. Customs and Border Protection Bulletin (Vol. 46, No. 5), CBP proposes to correct the reasoning in two rulings and similar treatment on whether the blending of frozen broccoli and mixing of wine in a CBP bonded warehouse is a permissible manipulation under 19 USC 1562. The holdings of these two rulings are not proposed to change.
U.S. Customs and Border Protection has issued CSMS message #12-000026 announcing that the ACE M1 system (e-Manifest: Ocean and Rail) experienced a backlog of messages beginning at 11:15 EST on January 27, 2012. This backlog caused trade notifications and message processing to slow down dramatically. The underlying reason for the backlog was alleviated around 15:30 EST the same day. The estimated time to work through the backlog was up to two hours. Normal processing times was expected to be restored by 17:30 EST.
