Multi-word term: Place inside quotes to ensure an exact match together (e.g. "China import").

Term list: Separate terms with spaces, not commas or semicolons to find either word (e.g. AD/CVD antidumping).

Acronyms: Use all capital letters (e.g., ACE).

Required term: If a term must be included in any resulting articles, prefix it with a plus sign (e.g., CBP +releases).

Excluded term: If a term should be excluded from any articles being found, prefix it with a minus sign (e.g., -ruling).

Singular form: Use the singular form when doing multi-word terms (e.g. "russian export control" instead of "russian export controls").

Shortest word form: When you have different word forms in a quoted term, include the shortest version if it is the last part of the expression (e.g., "entity list" instead of "entity listing" or "entity listed").

Canada Posts TRQ Information for Supply Managed Goods

Canada posted a list of "key dates and access quantities of the various Tariff Rate Quotas (TRQ) for the import of supply managed goods under the World Trade Organization (WTO), the Comprehensive Economic and Trade Agreement (CETA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP)." Global Affairs Canada mentioned the list as an important update for importers and exporters on May 23.

Mexico to Allow Grace Period for New Certificate of Compliance Requirements at Time of Entry

The Mexican Secretariat of Economy has announced a 90-day grace period for new requirements to submit proof of compliance with certain Mexican product standards at the time of entry, according to a circular issued by the Mexican Confederation of Customs Broker Associations that posted by consultancy AJR Comercio Exterior. Under regulations issued in October, imports subject to some Mexican standards will be denied entry into Mexico beginning June 3, 2019, if they are not accompanied by a certificate of compliance previously entered into an automated system by the third-party certifier (see 1904100076).

Grassley Says New NAFTA Ratification Not Likely to Happen Before August Recess

If the new NAFTA passes in the House, "I don't think there's any question but it's going to pass the Senate," Sen. Chuck Grassley, R-Iowa, said May 23. He leads the Senate Finance Committee, which is responsible for moving the trade treaty in that body. He also said he thinks it will be difficult for the ratification in the House to be done before the August recess.

UK Investigation Reveals Attempt by Syrian Ruling Family to Evade EU Sanctions

A member of Syria’s ruling family forfeited more than $30 million from her United Kingdom bank account after an investigation by the U.K.’s National Crime Agency revealed the money was the result of an evasion of European Union financial sanctions, according to a May 21 press release. NCA said the money, transferred via 56 “cash deposits” across England, was “consistent with the use of an informal value transfer system which may result in the laundering of criminal cash.” The activity violated EU sanctions designed to “restrict the use and availability of Syrian regime funds,” the press release said.

Treasury Announces Kingpin Designations on Argentine Nationals, Companies

The Treasury’s Office of Foreign Assets Control announced sanctions on Argentina-based Goldpharma, which it called a drug trafficking and money laundering organization, and several of its members, Treasury said in a May 23 notice. In total, OFAC designated the company, eight Argentine nationals and 16 other entities under the Foreign Narcotics Kingpin Designation Act for operating as “significant foreign narcotics” traffickers and contributing to the “synthetic opioid crisis,” Treasury said.

BIS Regulatory Agenda Includes Proposed Rulemaking of EAR Responsibilities in Routed Export Transactions

The Department of Commerce published its spring 2019 regulatory agenda for the Bureau of Industry and Security. The agenda continues to mention an upcoming a long-awaited proposed rulemaking involving parties’ responsibilities under the Export Administration Regulations in a routed export transaction, saying the proposal will be published in May 2019. Sharron Cook, a senior policy export analyst for BIS, said in April the rule change will help solve some of the bigger frustrations with the current regulations faced by export forwarders (see 1904170064). BIS is aiming to issue the proposal in May, it said.

Turkey Eliminates de Minimis Exemption for Goods Imported Via Express Courier

Turkey recently amended its customs regulations to end a de minimis exemption for low-value goods imported by mail or express courier. The exemption, which previously allowed goods valued at less than €22 ($24.55) to enter duty-free, is being abolished entirely, according to an alert from Turkish law firm BTS & Partners that was posted by Mondaq. The decree, which was published May 15, also amended restrictions on importation of mobile phones carried by passengers. The changes take effect 15 days after publication, i.e., May 30, according to an unofficial translation.
