In the Aug. 14 Customs Bulletin (Vol. 58, No. 32), CBP published a proposal to revoke ruling letters concerning certain hearing amplification devices.
Last week, the Court of International Trade said anti-forced labor advocacy group International Rights Advocates (IRAdvocates) didn't have standing to challenge CBP's inaction in responding to a petition to ban cocoa from Cote d'Ivoire, alleging that it's harvested by child labor (see 2408080049). Terrence Collingsworth, counsel for IRAdvocates, told us he intends to appeal the decision but, should that fail, he is ready to bring alternative plaintiffs before the court who may more clearly establish standing.
Importer ICL USA, which filed a complaint with the Federal Maritime Commission against trucker Dependable Highway Express and ocean carrier Mediterranean Shipping Co. seven months ago (see 2401170077), joined the other companies this month in submitting a notice of voluntary dismissal of the case.
China soon will impose new export controls on a set of key critical minerals, including antimony, and technology used to process those minerals, the country’s commerce ministry said Aug. 15, according to an unofficial translation. Antimony can be used in the production of certain batteries, weapons and more. The minerals and technology “have a significant impact on national security,” China said, and exports will need a license before they can be shipped abroad. The controls take effect Sept. 15.

The Commerce Department has released the preliminary results of its antidumping duty administrative review on stainless steel sheet and strip in coils from Taiwan (A-583-831). Rates calculated in this review will be used to set assessment rates for importers of subject merchandise from the exporters remaining in the review that was entered July 1, 2022, through June 30, 2023.
The Commerce Department issued the preliminary results of its antidumping and countervailing duty administrative reviews on hardwood plywood products from China (A-570-051/C-570-052). In the final results of these reviews, Commerce will set AD and CVD assessment rates for subject merchandise for the companies under review entered Sept. 26, 2021, through Dec. 31, 2022.
The Commerce Department has released the final results of the antidumping duty administrative review on uncoated paper from Brazil (A-351-842). These final results, unchanged from the preliminary results, will be used to set final assessments of AD on importers for subject merchandise entered March 1, 2022, through Feb. 28, 2023.
