The Commerce Department issued antidumping duty orders on paper file folders from China (A-570-147), India (A-533-910) and Vietnam (A-552-834), and a countervailing duty order on paper file folders from India (C-533-911). The orders set permanent antidumping and countervailing duties that will remain in place unless revoked by Commerce, which may only take place under certain conditions, such as a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CV duties on importers and make changes to cash deposit rates.

The Commerce Department has published the final results of the antidumping and countervailing duty administrative reviews on wooden cabinets and vanities and components thereof from China (A-570-106/C-570-107). These final results will be used to set final assessments of AD/CVD on importers for subject merchandise entered April 1, 2021, through March 31, 2022, for AD and calendar year 2021 for CVD.
The Commerce Department's decision not to give the South Korean government a chance to submit data from the Korean Electric Power Corporation as part of the agency's analysis of the provision of electricity for less than adequate remuneration was not backed by substantial evidence, exporter Hyundai Steel Co. argued (Hyundai Steel Co. v. United States, CIT # 23-00211).

The Commerce Department is amending its final determination in the countervailing duty investigation on granular polytetrafluoroethylene from India (A-533-900), implementing a recent Court of International Trade decision that resulted in changes to CVD rates for all Indian companies. Cash deposit rates set in this amended final determination are effective as of Oct. 23, 2023, as follows:
The Commerce Department issued notices in the Federal Register on its recently initiated antidumping duty investigations on aluminum lithographic printing plates from China and Japan (A-570-156, A-588-881), and its countervailing duty investigation on aluminum lithographic printing plates from China (C-570-157). The CVD investigation covers entries for the calendar year 2022. The AD investigation on Japan covers entries July 1, 2022, through June 30, 2023, and the AD investigation on China covers entries Jan. 1, 2023, through June 30, 2023.
