The Department of Commerce published its fall 2019 regulatory agenda for the Bureau of Industry and Security. The agenda includes a new mention of its intent to potentially control certain additive manufacturing equipment, or 3D printing, used in “energetic materials” as part of BIS’s effort to restrict sales of emerging technologies (see 1911210051). The notice of proposed rulemaking aims to gather feedback from industries while “discussions are ongoing” at the Wassenaar Arrangement. BIS said it aims to issue the proposed rule in November.
The State Department approved four potential military sales -- to New Zealand, Australia, India and Morocco -- the Defense Security Cooperation Agency said Nov. 20.
Senate Commerce Committee Chairman Roger Wicker, R-Miss., insisted Thursday he's also making progress on Satellite Television Extension and Localism Act reauthorization, amid two House committees' success this week in advancing their own renewal bills. Wicker postponed a markup earlier this month of his original Satellite Television Access Reauthorization Act (S-2789) amid committee members' objections (see 1911130055). That bill would renew STELA through 2024. The law is set to expire Dec. 31.
The Department of Homeland Security (DHS) published its fall 2019 regulatory agenda for CBP. The only new trade-related rulemaking included is a proposed requirement for the U.S. Postal Service to transmit advance electronic information to CBP for international mail shipments. That rule is a result of the STOP Act, or Synthetics Trafficking and Overdose Prevention Act, signed by President Donald Trump in October 2018 (see 1810240052). CBP is targeting December to issue an interim final rule, it said.

The four groups are: (1) Mapping and analyzing connectivity on agricultural lands, (2) examining current and future connectivity demand for precision agriculture, (3) encouraging adoption of precision agriculture and availability of high-quality jobs on connected farms, and (4) accelerating broadband deployment on unserved agricultural lands.
