The Commerce Department is issuing antidumping and countervailing duty orders on tungsten shot from China (A-570-178/C-570-179). The orders, published Aug. 27, set permanent antidumping and countervailing duties, which will remain in place unless revoked by Commerce in a sunset or changed circumstances review. Commerce will now begin conducting annual administrative reviews, if requested, to determine final assessments of AD/CVD on importers and make changes to cash deposit rates.
The Commerce Department recently initiated antidumping duty and countervailing duty investigations on unwrought palladium from Russia (A-821-840/C-821-841). The AD investigation period is Jan. 1, 2025, through June 30, 2025. The CVD investigation period is calendar year 2024.

The Commerce Department preliminarily determines that a South Korean company is not the successor-in-interest to a similarly named company for the purposes of countervailing duties on certain corrosion-resistant steel (CORE) products (C-580-879) from South Korea. The agency preliminarily found that Dongkuk Coated Metal Co., Ltd. (Dongkuk CM) isn't the successor-in-interest to Dongkuk Steel Mill Co., Ltd. (Old Dongkuk Steel), in the preliminary results of a changed circumstances review. As such, the agency also preliminarily found that Old Dongkuk Steel’s exclusion from the CVD order on South Korean CORE products doesn't apply to Dongkuk CM. Commerce will be accepting comments on this result through Sept. 10. Commerce expects to make a final determination public on or about Nov. 17.
The Commerce Department's failure to investigate and attribute subsidies received by respondent Antiqa Minerals' cross-owned affiliates and their suppliers in a countervailing duty investigation was unlawful, petitioner The Coalition for Fair Trade in Ceramic Tile argued in an Aug. 15 complaint at the Court of International Trade. Challenging the CVD investigation on ceramic tile from India, the coalition said Commerce's cross-ownership analysis of Antiqa was unsupported by substantial evidence (The Coalition for Fair Trade in Ceramic Tile v. United States, CIT # 25-00152).

The Commerce Department issued notices in the Federal Register on its recently initiated antidumping duty investigations on freight rail couplers and parts thereof from the Czech Republic (A-851-806) and India (A-533-940), as well as its countervailing duty investigation on freight rail couplers from India (C-533-941). The CVD investigation covers entries in calendar year 2024. The AD investigations cover entries July 1, 2024, through June 30, 2025.
