These options include establishing certain exceptions to the declaration requirement and modifying the Declaration Form PPQ 505 to simplify the collection of information.
The Animal and Plant Health Inspection Service announces that the online version of the Fruits and Vegetables Manual and the FAVIR database, APHIS' searchable database for fruit and vegetable import requirements, have been updated to: add the municipality of Tocumbo to the avocado export program from Michoacan, Mexico to the U.S.; and add the statement “commercial consignments only” to mangoes from Brazil, Costa Rica, Dominican Republic, Ecuador, Guatemala, Haiti, Honduras, Nicaragua, Peru. The Animal and Plant Health Inspection Service has issued a notice to clarify the current postentry quarantine (PEQ) release policy. In some cases, Plant Protection and Quarantine has released shipments from PEQ after two growing season inspections and subsequent testing, if required, but before the full two year quarantine period. In order to maintain consistency among growers and with past practices, PPQ Plant Health Programs recommends that this operational release policy of less than 2 years continue; however, these releases will only be authorized based on a State Plant Regulatory Official's recommendation. On June 16, 2011, the House amended and passed the fiscal year 2012 Agriculture and FDA Appropriations bill1. The bill would prohibit funding of payments to Brazil to settle a WTO cotton dispute, cut FDA appropriations and project additional funding from user fees, etc.
The Animal and Plant Health Inspection Service announces that it has redesigned the Plant Protection and Quarantine stakeholder registry, an email subscription service that allows individuals to receive information about PPQ activities on a variety of plant, to enable PPQ to more effectively communicate urgent messages to the public and keep the public informed on day-to-day activities. Current subscribers will need to subscribe to the new PPQ Stakeholder Registry in order to continue receiving emails on PPQ-related topics. The "old" stakeholder registry will be disabled on July 8, 2011.
