The Animal and Plant Health Inspection Service is requesting comments from the public by April 14, 2011 to assist it in its review of the implementation of the Lacey Act Declaration requirements for imported plants and plant products. Once this review is completed, APHIS will submit a report to Congress detailing its results.
The Animal and Plant Health Inspection Service has issued a proposed rule to amend the regulations governing the importation of certain animals, meat, and other animal products to allow, under certain conditions, the importation of fresh (chilled or frozen) ovine meat from Uruguay. Based on the evidence in a risk assessment, APHIS believes that fresh (chilled or frozen) ovine meat can safely be imported from Uruguay provided certain conditions are met, while continuing to protect against the introduction of foot-and-mouth disease. Comments are due by April 25, 2011.
The Animal and Plant Health Inspection Service has submitted a final rule to the Office of Management and Budget to establish a new category of regulated articles in the regulations governing the importation of nursery stock, also known as plants for planting. This category will list taxa of plants for planting whose importation is not authorized pending pest risk analysis. This new category will allow APHIS to take prompt action on evidence that the importation of a taxon of plants for planting poses a risk while continuing to allow for public participation in the process.

The Canadian Food Inspection Agency (CFIA) has announced that Canada and the U.S. are moving forward with a phased-in approach to eliminate the ISPM 15 exemption they provide to each other’s regulated wood packaging material (WPM)1 that is shipped between the two countries.
The Animal and Plant Health Inspection Service is advising the public of its decision, effective February 16, 2011, to begin issuing permits for the importation into the continental U.S. of fresh strawberries from Jordan, based on the findings of a pest risk analysis that the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds.
