U.S. Customs and Border Protection has issued a CSMS message announcing the issuance of Harmonized System Update 1106. This update contains 1,642 Automated Broker Interface records and 371 harmonized tariff records.
Harmonized Tariff Schedule
The Harmonized Tariff Schedule (HTS) is a reference manual that provides duty rates for almost every item that exists. It is a system of classifying and taxing all goods imported into the United States. The HTS is based on the international Harmonized System, which is a global standard for naming and describing trade products, and consists of a hierarchical structure that assigns a specific code and rate to each type of merchandise for duty, quota, and statistical purposes. The HTS was made effective on January 1, 1989, replacing the former Tariff Schedules of the United States. It is maintained by the U.S. International Trade Commission, but the Customs and Border Protection of the Department of Homeland Security is responsible for interpreting and enforcing the HTS.
At a recent trade event, U.S. officials commented on the ways the Harmonized Tariff Schedule can be changed, both temporarily and permanently. Officials stated that two proclamations to permanently amend the HTS on U.S.-Chile rules of origin and Chapter 64 rubber-soled footwear are pending Presidential signature. They also discussed the types of changes that cause the HTS to expand, and noted that the ITC wants to discontinue printing the HTS.

This TRQ opens on October 3, 2011 and the TRQ level for all countries except Mexico is 5,398,000 kg.
U.S. Customs and Border Protection has issued a memorandum announcing the opening of the fiscal year 2012 tariff rate quota on sugar blends, as provided for in Harmonized Tariff Schedule Chapter 17, Additional U.S. Note 7. This TRQ opens on October 3, 2011 and the TRQ level is zero. Such sugar blends must be entered at the over-quota (high) rate using the appropriate over-quota HTS number.

As part of a required report to Congress on establishment of a Risk Assessment Methodology (RAM), the Consumer Product Safety Commission has also asked for a number of statutory changes that would explicitly allow CPSC officers to draw samples of products, detain merchandise, limit the exportation of refused items to prevent re-importation, and to make other changes necessary to implement its planned RAM risk assessment methodology.
At a recent trade event, U.S. officials commented on the upcoming 2012 and 2017 World Customs Organization's changes to the international Harmonized System (HS). They stated that the 2012 WCO-recommended changes for the 2012 Harmonized Tariff Schedule of the U.S. (HTS) are ready for the president to proclaim, and that industry should now be submitting recommendations for changes to the 2017 HS.
