The Commerce Department issued notices in the Federal Register on its recently initiated antidumping and countervailing duty investigations on hard empty capsules from Brazil, China, India and Vietnam (A-351-864/C-351-865, A-570-184/C-570-185, A-533-934/C-533-935, A-552-847/C-552-848). The CVD investigations cover entries for the calendar year 2023. The AD investigations on Brazil and India cover entries Oct. 1, 2023, through Sept. 30, 2024, and the AD investigations on China and Vietnam cover entries April 1, 2024, through Sept. 30, 2024.
The Commerce Department is correcting the scope listed in its recent notices announcing the beginning of antidumping and countervailing investigations on thermoformed molded products from China (A-570-182/C-570-183) and Vietnam (A-552-845/C-552-846) (see 2411010031). The scope had identified the wrong Harmonized Tariff Schedule numbers subject to the investigations. The corrected scope says the investigations cover goods of subheadings 4823.70.0020 and 4823.70.0040, as well as subheadings 4823.61.0020, 4823.61.0040, 4823.69.0020, 4823.69.0040 and 4823.90.1000.

The CVD investigation covers entries for the calendar year 2023. The AD investigations cover entries Oct. 1, 2023, through Sept. 30, 2024.

House Select Committee on China Chairman Rep. John Moolenaar, R-Mich., proposes increasing tariffs on nearly all Chinese goods to at least 35% and raising tariffs on "strategic goods" to 100%, with exceptions only for goods that are currently sourced only from China.

CBP created Harmonized System Update 2415 on Nov. 13, containing 16,156 Automated Broker Interface (ABI) records and 5,000 Harmonized Tariff Schedule records. The update details 2024 cotton fee updates (see 2409130022). The HSU also reflects flagging updates to several HTS records, where the AM7 flag is being removed from 1,700 records involving organic products (see 2410170035). This removal process began Oct. 18, and another update message will indicate when the process is complete.
