Harmonized Tariff Schedule

The Harmonized Tariff Schedule (HTS) provide classification provisions and duty rates for almost every item that exists. It is a system of classifying and taxing all goods imported into the United States. The HTS is based on the international Harmonized System, which is a global standard for naming and describing trade products, and consists of a hierarchical structure that assigns a specific code and rate to each type of merchandise for duty, quota, and statistical purposes. The HTS was made effective on January 1, 1989, replacing the former Tariff Schedules of the United States. It is maintained by the U.S. International Trade Commission, but CBP is responsible for interpreting and enforcing the HTS.

Biden Establishes Section 201 Admission Allowance of Polyester Staple Fiber

Import quotas for polyester staple fiber under a safeguard announced Nov. 8 will start at zero in year one, then go to 453,592 in the second year, 907,185 in the third and 1,360,777 in the fourth and last year the safeguard is planned to be in effect, according to an annex to President Joe Biden's proclamation released Nov. 13 ahead of its publication in the Federal Register. The quotas and associated adjustments to the Harmonized Tariff Schedule take effect on Nov. 23 for imports of polyester staple fiber admitted temporarily free of duty under bond that are entered under subheading 9813.00.0520 (see 2411120039).

Hexamine: New AD/CVD Investigations Deadlines & Scope

The Commerce Department issued notices in the Federal Register on its recently initiated antidumping duty investigations on hexamethylenetetramine (known as hexamine) from China, Germany, India and Saudi Arabia (A-570-180, A-428-854, A-533-932, A-517-807), and countervailing duty investigations on hexamine from China and India (C-570-181, C-533-933). The CVD investigations cover entries for the calendar year 2023. The AD investigations on Germany, India and Saudi Arabia cover entries July 1, 2023, through June 30, 2024, and the AD investigation on China covers entries Jan. 1, 2024, through June 30, 2024.
