The changes reflect adjustments related to the Craft Beverage Modernization and Tax Act and the extension of trade remedies on residential washers and washer parts (see 2101150049). They also reflect the discontinuation of Agricultural Marketing Service promotion order assessments on frozen mangoes, as announced by an AMS final rule Feb. 24
CBP created Harmonized System Update (HSU) 2101 on Jan. 12, containing 389 Automated Broker Interface records and 72 Harmonized Tariff Schedule records, it said in a CSMS message. The changes reflect extensions for COVID-19 treatment Section 301 exclusions (see 2012230076) and increased tariffs on European Union goods (see 2012310010).
The International Trade Commission posted the 2021 Preliminary Edition of the Harmonized Tariff Schedule. The new HTS implements the removal of GSP benefits for many Thai products, as well as the redesignation of the Democratic Republic of the Congo as eligible for African Growth and Opportunity Act benefits, and the extension of the Caribbean Basin Trade Partnership Act until 2020. New statistical breakouts are also added for many medical products, including those used in the treatment of COVID-19, as well as for industrial turbines and hemp seed, among other goods. Changes take effect Jan. 1, 2021, unless otherwise noted.

CBP is issuing a “blanket” authorization to allow the release of most types of merchandise on or after Dec. 16 through Dec. 31 under Immediate Delivery (ID) procedures, it said in a CSMS message. Many entry filers make regular use of ID procedures for fresh fruits and vegetables and other merchandise from Mexico and Canada, etc.

The International Trade Commission seeks comments on recommended changes to the tariff schedule that would take effect on Jan. 1, 2022. Required to implement the 2022 version of the World Customs Organization’s Harmonized System, which is updated every five years and forms the six-digit backbone of the U.S. tariff schedule, the proposed changes would be the most extensive since the last time the HS was updated in 2017. Affected products include, among others, 3D printers, drones, smartphones, electric vehicles, e-waste, antiquities, olive oil and test kits for mosquito-borne diseases. Comments are due to the ITC by 5:15 p.m. EST on Dec. 14, the commission said in a Nov. 20 news release. The ITC will submit its final recommendations to the White House in March 2021.
A set of changes to the Generalized System of Preferences will take effect Nov. 1 under a Presidential Proclamation issued on Oct. 30. Changes in the proclamation include the addition of fresh-cut roses to and removal of parboiled rice from the list of goods that are eligible for GSP, the U.S. Trade Representative said in a news release. The changes were reflected in an update to the Harmonized Tariff Schedule posted by the International Trade Commission. The proclamation also suspends GSP benefits for certain products of Thailand, effect Dec. 30. That is because of Thailand's "lack of sufficient progress providing the United States with equitable and reasonable market access for pork products," said the USTR.
