The International Trade Commission posted Revision 14 to the 2020 Harmonized Tariff Schedule. The semiannual update to the HTS implements USMCA, which took effect July 1, and adds new tariff numbers for a variety of products, including diagnostic reagents and personal protective equipment. All changes take effect July 1, unless otherwise specified.

CBP created Harmonized System Update (HSU) 2005 June 29, containing 124,980 Automated Broker Interface records and 24,925 Harmonized Tariff Schedule records, it said in a CSMS message. The update includes changes necessary to implement the U.S.-Mexico-Canada Agreement and to support the automation of softwood lumber assessments. The update also covers modifications mandated by the 484 F Committee (the Committee for Statistical Annotation of Tariff Schedules) and recent Section 301 tariff exclusions. The International Trade Commission recently issued two rapid-fire updates to the 2020 Harmonized Tariff Schedule. Revision 8 to the HTS implemented the suspension of Generalized System of Preferences treatment for many products from Thailand in response to labor rights violations (see 1910280044), effective April 25. Also on that update, the ITC implemented extensions to list 1 Section 301 tariff exclusions under U.S. Note 20(j), as announced in an April 10 notice from the Office of the U.S. Trade Representative (see 2004080011). In Revision 9, issued April 29, the ITC implemented a new set of Section 301 exclusions for products on list 3, as announced in a USTR notice issued April 24 (see 2004230010). The exclusions are found under U.S. Note 20(xx), and filed under 9903.88.45.

CBP created Harmonized System Update (HSU) 2003 on March 18, containing 8,453 Automated Broker Interface records and 1,413 Harmonized Tariff Schedule records, it said in a CSMS message. The update includes the increase to Section 301 tariffs on European Union aircraft and other changes related to the Boeing-Airbus dispute at the World Trade Organization (see 2002180040). The update also covers recent Section 301 tariff exclusions for medical goods on list 4A (see 2003060042 and 2003130010) and recently released Section 301 tariff exclusions for goods on the third list (see 2002190015).
CBP won't hold the 2020 Trade Symposium March 10-11, the agency said on March 4. “Given the number of cancellations received by trade partners and attendees and the more than two-dozen company travel restrictions that would impact the number of those able to participate, U.S. Customs and Border Protection has made the difficult decision to postpone the 2020 Trade Symposium,” it said on its website. “The intent of the symposium is to educate and update the attendees on CBP’s trade priorities. We believe that postponing the event to maximize attendance is the most beneficial course of action at this time.” CBP plans to process registration fee refunds shortly, it said.
