Latest Harmonized System updates

CBP created Harmonized System Update (HSU) 1805 on April 16, containing 267 Automated Broker Interface records and 60 harmonized tariff records, it said in a CSMS message. Modifications include updates to partner government agency (PGA) indicators, as well as to "support ACE validations for Colombia Sugar Certificates of Qualified Entry," CBP said.

CBP created Harmonized System Update (HSU) 1804 on March 29, containing 710 Automated Broker Interface records and 166 harmonized tariff records, it said in a CSMS message. Modifications include updates to partner government agency (PGA) indicators, as well as additional changes required under presidential proclamations instituting new tariffs on steel and aluminum (see 1803080025), CBP said. "The KG unit of measure was removed from 99038001 and 99038501. Adjustments required by the verification of the 2018 Harmonized Tariff Schedule (HTS) are included also," CBP said.

The International Trade Commission on March 23 issued Revision 2 to the 2018 Harmonized Tariff Schedule. The main reason for the update was to implement new Section 232 tariffs on aluminum and steel products (see 1803230060). The ITC also made technical corrections and changes related to recently imposed Section 201 safeguard duties on solar cells and residential washers. The changes, most of which took effect March 23, are as follows:

CBP looks set to take a wide open approach to electronic filing of Section 321 entries, with a “range of options” that allow filers to “do whatever works best for their business model,” said Michael Mullen, executive director of the Express Association of America, in an interview. Clearance off manifest would likely continue, using an item descriptor to identify cargo, with electronic filing expanded to other modes. CBP will also likely allow Section 321 entries in the Automated Broker Interface using the 10-digit Harmonized Tariff Schedule number, Mullen said.
