The World Customs Organization's Harmonized System Committee will extend its customary five-year review cycle by an additional year, the WCO said in a press release on Oct. 12. This means that the next version of the Harmonized System will be implemented on Jan. 1, 2028.

CBP created Harmonized System Update (HSU) 2309 on Sept. 28, containing 12,981 ABI records and 2,614 Harmonized Tariff Schedule records. This update includes 2023 Cotton Fee amendments, as well as updates to statistical reporting numbers that were amended since the last assessment adjustment in 2022, CBP said in a Sept. 29 CSMS message.

CBP created Harmonized System Update 2306 on June 6, containing 4,835 Automated Broker Interface records and 1,746 Harmonized Tariff Records. This update includes an extension, which went into effect June 1, to the suspension of Section 232 duties on steel imports and steel article imports from Ukraine as well as the adjustments required by the verification of the 2023 Harmonized Tariff Schedule, CBP said, in a June 7 CSMS message.
CBP created Harmonized System Update (HSU) 2305 on March 27, containing 24 ABI records and 5 Harmonized Tariff Schedule records. This update includes increased duties on certain articles from the Russian Federation and changes to HTS flagging, CBP said in a March 28 CSMS message.

These changes include additional Section 232 duties on imports of aluminum and derivative aluminum products from Russia and changes to HTS flagging. "With the upcoming ACE HTS deployment in May 2023, we recommend testing in ACE Certification," CBP said in a March 10 CSMS message.
