The Information Technology Industry Council supports the Trans-Pacific Partnership, it said in a policy position statement released Dec. 14 (here). ITI called the trade agreement a "vital tool to promote durable growth and innovation" and to expand the "social and economic benefits" of the digital economy, and lauded provisions in the deal on cross-border data flows, information and communications technology market access, strong and balanced intellectual property rules and regulatory transparency. "After reviewing the agreement, we have decided to support the TPP, because it offers tremendous growth and innovation opportunities for the technology sector and our economy," ITI CEO Dean Garfield said. TPP "will promote an open, pro-innovation environment for the digital economy globally" and is a "strong rebuke against digital protectionism," ITI said.

The Food and Drug Administration is proposing new requirements for manufacturers of hydrolyzed and fermented foods bearing “gluten-free” claims. Prompted by the difficulty of testing such foods for gluten, FDA’s proposed rule would require manufacturers keep records that prove their hydrolyzed and fermented foods labeled “gluten-free” comply with the 20 ppm threshold set by the agency in a 2013 final rule (see 13080213), by showing the food or any ingredient is below the limit before fermentation or hydrolysis occurs. Records would also need to show measures to prevent gluten cross-contact. Comments on the proposed rule are due Feb. 16.

BALTIMORE -- CBP’s rewrite of its Part 111 customs broker regulations is again on hold until the agency completes regulatory changes required for implementation of the Automated Commercial Environment, said CBP Assistant Commissioner Brenda Smith at the CBP East Coast Trade Symposium on Nov. 4. The effort on broker regulations involves many of the same resources as the ACE regulatory changes, currently CBP’s top priority, meaning a proposed rule on Part 111 is at least six months away, she said.
