The U.S. hopes to open a “limited access channel” to the Port of Baltimore by the end of April and to fully reopen the channel by the end of May, the U.S. Army Corps of Engineers said April 4. The limited channel would be 280 feet wide and 35 feet deep, the Corps of Engineers said, and would “support one-way traffic in and out of the Port of Baltimore” following the collapse of the Francis Scott Key Bridge last month (see 2403260047).
The Commerce Department has released the preliminary results of its antidumping duty administrative review on uncoated paper from Portugal (A-471-807). The agency preliminarily calculated an AD rate of 1.07% for the only company under review, The Navigator Company, S.A. Any changes to Navigator's cash deposit rate would take effect on the date of Federal Register publication of the final results of this review. Once Commerce issues its final results, the agency will assess duties at importer-specific rates for entries of subject merchandise from Navigator entered March 1, 2022, through Feb. 28, 2023.
The Commerce Department has published the preliminary results of its antidumping and countervailing duty administrative reviews on certain new pneumatic off-the-road tires from India (A-533-869/C-533-870). In the final results of this review, Commerce will set AD assessment rates for subject merchandise for the companies under review entered March 1, 2022, through Feb. 28, 2023, and CVD assessment rates for entries Jan. 1, 2022, through Dec. 31, 2022.

Sen. Joe Manchin, D-W.Va., is calling on the International Trade Commission to reverse its determination that tin mill imports don't harm the domestic steel industry. “My conversations in Weirton yesterday with local officials, Union members, and concerned citizens further proved what we already knew to be true -- the ITC must reverse its catastrophic decision to favor illegally dumped and subsidized imports over the livelihoods of hardworking Americans,” Manchin said April 5. He said the decision directly caused the mill in Weirton to close, which put nearly 1,000 people out of work. He said the president should intervene. The ITC is supposed to make its decisions independent of political pressure.
