The Commerce Department published notices in the Federal Register March 26 on the following AD/CV duty proceedings (any notices that announce changes to AD/CV duty rates, scope, affected firms or effective dates will be detailed in another ITT article):
The Commerce Department has published a correction to the final results of the antidumping duty administrative review on steel nails from Malaysia (A-557-816), which were published Feb. 6. There were no rate changes to the final results, which will be used to set final assessments of AD duties on importers for subject merchandise entered July 2021 through June 2022.
The Commerce Department issued the final results of its antidumping duty new shipper review on carbazole violet pigment 23 from India (A-533-838) covering Sudarshan Chemical Industries Limited. The agency continued to calculate a zero percent AD rate for subject merchandise both produced and exported by Sudarshan Chemical. Effective March 27, Commerce will not require AD cash deposits for subject merchandise produced and exported by Sudarshan Chemical until further notice.

The Animal and Plant Health Inspection Service intends to allow imports of fresh Hass avocado fruit from Guatemala, it said in a notice released March 26. An agency pest risk analysis found “the application of one or more designated phytosanitary measures will be sufficient to mitigate the risks of introducing or disseminating plant pests or noxious weeds” with the importation of Guatemalan avocados, APHIS said. If APHIS finalizes the decision, it will allow imports into the U.S., subject to the phytosanitary requirements specified by the agency. Comments will be accepted through May 28.

CBP is updating its Document Image System implementation guide to modify the document review process for documents submitted to DIS, it said. CBP will be able to send users a status of "accepted" or "under review" when a document is accepted or in the process of being reviewed, the agency said in a CSMS message March 26. Before the update, a review status was available only when a document has been rejected. The review status messages returned to the filer also may now have accompanying comments, CBP said.
CBP is set to publish an "artificial intelligence strategy" with “guiding principles and goals” on how CBP can use AI “responsibly and with governance," Sanjeev Bhagowalia, the assistant commissioner for CBP’s Office of Information Technology, said March 26.
