The Food and Drug Administration (FDA) has issued an updated Industry Guidance which lists, and provides a written description for, the Harmonized Tariff Schedule (HTS) numbers that are flagged in U.S. Customs and Border Protection's (CBP's) entry system with imported food prior notice FD3 or FD4 indicators.

On March 24, 2004, the Senate Committee on Commerce, Science, and Transportation held a hearing on the state of maritime security, focusing on the impact of security efforts on maritime commerce, and the additional measures that may be needed to further enhance maritime transportation security.
U.S. government sources state that the International Trade Commission (ITC) is expected to soon post to its Web site Revision 1 of its electronic 2004 Harmonized Tariff Schedule of the U.S. (HTS). Sources state that the ITC's goal is to have Revision 1 posted by mid-April 2004.
U.S. Customs and Border Protection (CBP) has issued an ABI administrative message announcing that its most recent Harmonized System (HS) update contains:
President Bush has issued Proclamation 7758 in order to delete ten countries from, and add one country to, the list of Generalized System of Preferences (GSP) beneficiary developing countries.
The Committee for the Implementation of Textile Agreements (CITA) has issued a notice announcing that the U.S. and Vietnam have amended the existing U.S.-Vietnam textile and apparel visa arrangement in order to implement the Electronic Visa Information System (ELVIS) for textiles and apparel that are subject to quota limits, that are produced or manufactured in Vietnam and exported on or after March 22, 2004.
The Census Bureau has posted to its Web site a list of 174 Harmonized Tariff Schedule (HTS) numbers that are not valid for reporting exports (either on a paper Shipper's Export Declaration (SED) or Automated Export System (AES) equivalent) as of January 1, 2004.
State Department Announces Name Change from Federal Republic of Yugoslavia to "Serbia and Montenegro
The State Department has issued a notice announcing that on February 4, 2003, the Federal Republic of Yugoslavia changed its name to "Serbia and Montenegro."
In early January 2004, U.S. Customs and Border Protection (CBP) issued an ABI administrative message announcing that the Food and Drug Administration (FDA) prior notice affirmation of compliance for air waybill (AWB) would be edited for format: NNN-NNNNNNNN. In that message, CBP noted that this was also a change to the BN01 and BN02 records in the 'BN' application. CBP has announced the 2004 tariff rate quotas (TRQs) for agricultural products described in HTS Chapter 99 Subchapter X, U.S. Notes 3 through 12 with respect to the U.S.-Singapore Free Trade Agreement (FTA).
