APHIS Updates PPQ Manuals for May 10
The Animal and Plant Health Inspection Service issued emails May 10, 2012 announcing changes to some Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Cut Flowers and Greenery Import Manual: The online Cut Flowers and Greenery Import Manual (here) has been revised to do the following:
- Remove entries for certain host plant material of Asian longhorned beetle or citrus longhorned beetle from the “Reference Section” (Chapter 3), and consolidate the entry requirements for this material under a new heading, “Articles from Countries Where Asian Longhorned Beetle and/or Citrus Longhorned Beetle Populations are Present” on pages 2-28 and 2-29 in Chapter 2.
- Revise the “Procedures Section” (Chapter 2), particularly the “General Inspection Procedures for Clearing Fresh, Cut Articles”, to provide improved clarity and succinctness.
- Revise the “Reference Section” (Chapter 3), for certain entries, to provide clarity and correctness.
- Create a new appendix to relocate lists of prohibited cut flowers and greenery articles of Canadian origin and species susceptible to chrysanthemum white rust previously found in Chapter 2.
Changes are on the following pages:
- Table of Contents: Page TOC-1.
- List of Figures: Page LOF-1.
- List of Tables: Pages LOT-1 through LOT-4 (replace the entire list).
- Chapter 1: Introduction: Pages 1-1, 1-4, 1-9, 1-13 and 1-14.
- Chapter 2: Procedures: Pages 2-1 through 2-30 (replace the entire chapter).
- Chapter 3: Reference: Pages 3-1 through 3-68 (replace the entire chapter).
- Appendix B: Articles Requiring Special Consideration: Pages B-1 and B-2.
- Index: Pages Index-1 through Index-22 (replace the entire index).
Manual for Agricultural Clearance: The online Manual for Agricultural Clearance (here) has been revised to update the List of Eastern Region PPQ Identifiers and Co-Lateral National Specialists. Revisions are on the following pages:
- Appendix G: Lists of PPQ Area Identifiers and PPQ National Specialists: Pages G-1-3 and G-1-4.
