APHIS Updates PPQ Manuals for Dec. 17

The Animal and Plant Health Inspection Service announced changes Dec. 17 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Plants for Planting Manual: The Plants for Planting Manual, Int. Ed., (here) was updated, transmittal 12/2012-16, to revise the authority for two noxious weeds and to revise an additional declaration. Revisions, indicated by a black change bar in the left margin of each revised page, are as follows:

  • Page 2-14: Revised the required additional declaration for Dracaena spp. plants from approved facilities in Costa Rica. Added metric measurements for Dracaena cane cuttings from all countries
  • Page 4-242: Added the authority for Federal Noxious Weeds Lygodium flexuosum and Lygodium microphyllum
  • Page 4-469: Under Federal Order dated May 30, 2008 for Lygodium flexuosum and Lygodium microphyllum, added superceded by listing as Federal Noxious Weeds under authority of 7 CFR 360

Approved Phalaenopsis List: The List of Approved Phalaenopsis in Growing Media Facilities (here) was updated, transmittal 12/2012-17, to add new greenhouses and growers. Revisions, indicated by a black change bar on each revised page, are as follows:

  • Page 3: Added a new greenhouse
  • Page 6: Added two new growers, each with a new greenhouse

Animal Product Manual: The following changes were made to the Animal Product Manual (here) to reflect up-to-date information and corrections. The specific changes are listed after the individual figure, page, or table number below.

List of Figures

  • Page LOF-3 - new Figure G-1-8 and Figure G-1-9 have been added to the List of Figures

Chapter 3-4 Bones and Related By-Products

  • Table 3-4-12 Bones and Related By-Products Not Specifically Mentioned Elsewhere - Australia has been added to second page, fifth column (And the country or region of export is:), second cell

Chapter 3-6 Eggs and Egg Products from Poultry, Game Birds, or Other Birds

  • Figure 3-6-1 Requirements for a Foreign Official Veterinary Certificate Issued for Fresh, Unfertilized Eggs for Food, for Eggs from OTHER THAN Canada - Australia has been added to (ix)

Chapter 3-13 Foreign Origin Meat and Meat Products, Swine

  • Table 3-13-21 List of APHIS-Approved Italian Prosciutto (Ham) Processing Plants - entry has been added on page 3 of the table

Chapter 3-18 Pet Food, Livestock, Poultry, and Aquaculture Feed

  • Table 3-18-2 Pet Food/Animal Feed (Including Chews, Treats, and Toys), Additives and Supplements - Australia has been added to second page, fourth column (And:), second cell; language has been changed in following cell as well

Appendix A Guide to Entry Status of Animal Products in Passenger Baggage or Mail

  • Figure A-1-1 Guide to Entry Status of Animal Products in Passenger Baggage or Mail - footnote #3 indicator has been added to Australia entry in first column (Region or Country:); footnote #3 has been added at the end of the figure

Appendix C List of Foreign Countries and Their Disease Status

  • Figure C-1-1 List of Foreign Countries and Their Disease Status - HPAI has been deleted from Norfolk Island entry in first column (Country:); language has been added to footnote #1 at the end of the figure

Appendix G Certificates and Permits

  • Page G-1-1 - chapter table of contents has been updated to reflect correction
  • Figure G-1-8 and Figure G-1-9 - Annex to Certificate (Form 20M) for Poultry Products Processed in Mexico has replaced former Figures G-1-8 and G-1-9
  • Page G-1-19 under "Purpose" heading - title of referenced figure has been corrected

Links contained throughout the manual in the Table of Contents, List of Figures, List of tables, Index, and internal and external cross-references and hyperlinks have all been updated as necessary.

FAVIR & Fruits and Vegetables Manual: FAVIR (here) and the Fruits and Vegetables Manual (here) were revised. The reason for the revision was to update the list of approved papaya orchards in Chiapas, Mexico. The list of approved papaya orchards is now accessible from the Manuals Unit web site. Names of approved orchards in FAVIR and the Manual have been replaced with a link to the new list.
