APHIS Updates PPQ Manuals for Jan. 3

The Animal and Plant Health Inspection Service announced changes Jan. 3 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Manual for Agricultural Clearance: The online Manual for Agricultural Clearance (here) was revised to update the following topics:

  • Inspecting Cargo Holds
  • Inspecting Aircraft
  • Inspecting the Vessel
  • Safeguarding
  • List of Western Region PPQ Identifiers and Co-Lateral National Specialists
  • List of PPQ National Specialists for Routine and Prompt Interceptions
  • Conferred and Cargo Release Authority for CBP Agriculture Specialists

Changes are on the following pages:

  • Chapter 2: Examining and Monitoring Cargo: Section 1: Clearing Imported Cargo and Inspecting Cargo Holds: Pages 2-1-16, and 2-1-17.
  • Chapter 3: Examining Carriers: Section 2: Clearing Aircraft: Pages 3-2-3 through 3-2-5.
  • Chapter 3: Examining Carriers: Section 3: Clearing Vessels: Page 3-3-9.
  • Chapter 6: Preventing the Spread of Pests and Diseases: Page 6-1-6.
  • Appendix G: Lists of PPQ Area Identifiers and PPQ National Specialists: Pages G-1-11, G-1-17, and G-1-18.
  • Appendix J: Conferred and Cargo Release Authority for CBP Agriculture Specialists: Pages J-1-1 and J-1-2 (if you maintain a paper copy of the manual, replace the entire appendix).

Animal Product Manual: The following changes were made to the Animal Product Manual (here) to reflect up-to-date information and corrections. The specific changes are listed after the individual table number below.

Chapter 3-13 Foreign Origin Meat and Meat Products, Swine

  • Table 3-13-21, List of APHIS-Approved Italian Prosciutto (Ham) Processing Plants: "718/L Salumificio Piacenti S.r.L.--San Gimignano (SI) Italy" and "2052/L CIM Alimentari SpA--San Daniele del Friuli (UD)" were added to the list; "2052/L Cresus SPA--San Daniele del Friuli (UD)" was deleted

Links contained throughout the manual in the Table of Contents, List of Figures, List of Tables, Index, and internal and external cross-references and hyperlinks have all been updated as necessary.
