APHIS Updates PPQ Manuals for Jan. 28

The Animal and Plant Health Inspection Service announced changes Jan. 28 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Manual for Agricultural Clearance: The online Manual for Agricultural Clearance (here) was revised to update the following topics:

  • Recycling Materials
  • Sending Specimens for Identification

Changes indicated by black change bars in the left page margins are on the following pages:

  • Chapter 3: Examining Carriers: Section 1: Monitoring Garbage: Page 3-1-5.
  • Chapter 7: Preparing Plant Pest Interceptions: Page 7-1-13.

FAVIR and Fruits and Vegetables Manual: FAVIR (here) and the Fruits and Vegetables Manual (here) were revised. There were several reasons for the revisions:

  • Sand Pears from China: added a link to the list of registered packing houses
    • NOTE: All USDA phytosanitary requirements are now operational for consignments grown north of the 33rd parallel. Import permits can now be issued.
  • Added a papaya orchard, Buenos Aires, to the approved papaya orchard growers from Mexico
