APHIS Updates PPQ Manuals for Feb. 4

The Animal and Plant Health Inspection Service announced changes Feb. 4 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Post-entry Quarantine Manual: The following changes were made to the Postentry Quarantine Manual (here) to reflect up-to-date information and corrections. The specific changes are listed after the page number below.

Appendix A Directory of PPQ Post-entry Quarantine Liaison Officers

  • Page A-5 - the contact information for Nevada was updated

Appendix B Plant Inspection Stations

  • Page B-2 - Guam was added to the Western Region

Appendix C Directory of SPROs and State PEQ Contacts

  • Page C-4 - the contact information for Florida and Guam was updated

Links contained in the Table of Contents, List of Figures, List of Tables, the Index, and internal and external cross-references and hyperlinks were updated as necessary.

Plants for Planting Manual: The Plants for Planting Manual (here) was updated, transmittal 02/2013-17, to add Federal Order DA 2011-71 to prevent the entry or introduction of the exotic quarantine pest Khapra beetle (Trogoderma granarium) into the U.S. All commercial shipments and means of conveyance of Cicer spp. (chickpeas), Glycine max (soybeans), and Carthamus tinctorius (safflower) seeds from all countries affected with Khapra beetle and that make way into any other country that then re-exports to the U.S. must be accompanied by a phytosanitary certificate or re-export certificate with the additional declaration, "This shipment has been inspected and found free of Khapra beetle (Trogoderma granarium)." Revisions, indicated by a black change bar on each revised page, are as follows:

  • Page 4-72, Carthamus tinctorius seeds: listed prohibited from countries and additional declaration requirements
  • Page 4-90, Cicer spp. seeds: listed prohibited from countries and additional declaration requirements
  • Page 4-190, Glycine max: listed prohibited from countries and additional declaration requirements
  • Page 4-471: Added summary of Federal Order DA-2011-71 effective January 17, 2012
