APHIS Updates PPQ Manuals for March 1

The Animal and Plant Health Inspection Service announced changes March 1 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Favir and Fruits and Vegetables Manual: FAVIR (here) and the Fruits and Vegetables Manual (here) were revised. There were several reasons for the revision:

  • Add a phytosanitary certificate requirement for fresh ginger root from China
  • Remove a papaya orchard, El Prado, from the list of approved growers for papaya from Chiapas, Mexico

Manual for Agricultural Clearance: The online Manual for Agricultural Clearance (here) was revised to update information on PPQ 309, Pest Interception Record, and PPQ Form 309A, Pest Interception Record Worksheet. Changes indicated by black change bars in the left page margins are on pages A-1-99 through A-1-104 of Appendix A: Completing and Distributing Forms.

Canadian Border Clearance Manual: The online Canadian Border Agricultural Clearance Manual (here) was revised to do the following:

  • Update the address for CHS Inc. in the list of facilities approved to clean Canadian seed and the list of establishments approved for processing screenings
  • Add The Cottage Gardener to the list of exporters authorized to use seed export labels
  • Update the contact information for Rodney Young
