APHIS Updates PPQ Manuals for March 20

The Animal and Plant Health Inspection Service announced changes March 25 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.

Manual for Agricultural Clearance: The online Manual for Agricultural Clearance (here) was revised to update the following topics:

Authorizing movement of agricultural cargo without a written permit
Sending Specimens for Identification
Collecting evidence to assemble a case file
Taking action on regulated garbage violations
Assessing civil penalties
Taking action on firms garbage violations
Determining legal authority for assessing a civil penalty
Applying a civil penalty
Completing CBP Form AI-592, Notice of Violation
Completing and distributing PPQ Form 518, Report of Violation
The appendices were revised to remove Appendix F and renamed subsequent appendices.
